Duties SummaryThis position is located in the Food and Drug Administration (FDA), Office of Operations (OO), Office of Ethics and Integrity (OEI), located in North Bethesda, MD. Learn more about this agency Responsibilities Serve as a supervisory team lead who provide oversight, advice, and guidance to immediate Ethics Staff and others outside of the team, as needed. Develop ethics policy, procedure, and serve as the lead technical expert on ethics and conflict of interest matters. Advise agency ethics staff of requirements pertaining to the review and analysis of outside activities, financial disclosure and other ethics requirements with regards to the criminal conflict of interest statutes. Prepare written guidance concerning sensitive and high-profile issues and advise management accordingly. Advise agency ethics staff of requirements pertaining to the Standards of Ethical Conduct for Employees of the Executive Branch, FDA regulations, and agency policy. Provide employees ethics advice on a variety of routine and complex matters. Qualifications The position of Supervisory Ethics Specialist falls under the 0301 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 04/05/2021. To qualify for a Supervisory Ethics Specialist, GS-0301-14 position, you must have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include overseeing or leading a group of employees on project or program activities; adjudicating the process of ethics compliance activity for a segment of an organization; and providing advice and interpretation of guidelines and regulations to upper management. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed.
