Job Description You You'll leverage yourexperience as a Business Analyst to support the Substance Abuse and Mental Health Services Administration's (SAMHSA) new initiative and current operations for its' Program Management Office (PMO)/ Information Technology Office. The Analyst will help define and implement portfolio, program, and project management principals within the organization and guide, support and monitor project teams in their execution of best practices. The Analyst will help manage organization-level tracking and reporting and collaborate with the government PMO lead and IT staff, as well as various client stakeholders and executive leaders. In this role, you'll collect project status, risks, and issues from project teams, develop and document project management processes and procedures, help to setup and manage project and program governance structures, coordinate activities related to as well as contribute content for updating of SAMHSA policy and IT management processes to ensure compliance with HHS and governmentwide IT management policies and interface with project teams to advocate for the use of project management best practices and ensure complete understanding of project status. In addition, you'll collect and communicate in written and oral format project status, risks, and issues to office, department, and agency leadership, coordinate collection of responses to data calls and monitor compliance, facilitate cross program/project collaboration meetings, identify business process improvement options for monitoring IT projects, support customer's effort to ensure IT investment decisions are appropriately aligned to the organizational vision and supporting mission goals and objectives and maintain a repository of program and project management artifacts. Other key responsibilities include assist Project Team with documenting Artificial Intelligence efforts across agency, manage the product backlog and design artifacts in JIRA and Confluence, facilitate collection of user feedback mechanism and metrics tracking, translate customer needs and requirement into Epics, Features, and User Stories, maintain requirements traceability, work directly with the development teams to clarify requirements, translate user stories into test cases and support QA/testing activities, support organizational change strategy and artifacts to support a smooth system roll-out and develop executive briefing artifacts and info-graphics/diagrams. Skills & Requirements Requirements Knowledge of project, program, and portfolio management processes and best practices to include schedule, issue, and risk management. Experience supporting or managing IT projects. Familiarity with the tenets of Agile adoption within Federal environments. Strong written and verbal communications skills, including the ability to communicate effectively to and with technical and non-technical audiences. Strong organizational management skills including the ability to execute numerous tasks. A proactive attitude and willingness to rapidly adjust as necessary to meet critical needs and changing requirements; great attention to customer services. Capable of using MS Office tools to prepare documents, spreadsheets, schedules, and presentations. Self-starter able to manage tasks with little supervision; strong team player. Knowledge and experience in several Agile frameworks (eg, Kanban, Scrum, XP, Lean, DevOps). Expert experience in Agile business analysis, product ownership, or management. Experience creating test cases and supporting QA/test activities. Strong writing and communication skills. Working knowledge and documented experience using requirements management tools such as JIRA and TFS. Technical understanding to connect technical concepts to both technical and non-technical audiences. Innovative thinking - ability to learn new tools and techniques and apply them to the program. Desired Skills One or more Agile certification(s) - Certified Scrum Master (CSM), SAFe Agilist (SA), Certified Scrum Product Owner (CSPO), etc. Previous experience using SharePoint or Low-Code Platforms (Appian, ServiceNow, SalesForce, etc.) Years of Experience: Minimum of three (3) years of related experience with ideally government PMO, concept development and user story writing. Education: Bachelor's degree in Business, Public Administration, Information Systems, or equivalent. Location: Rockville, Maryland (Remote work option during Covid-19 restrictions). Clearance: Must be able to obtain and maintain a federal Public Trust/Suitability, which includes a US residency requirement that Non-U.S. Citizens must have lived in the US three out of the last 5 years.
