Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service. Must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . Position is located at Fort Meade, conveniently located between Washington, D.C. and Baltimore. With approx 56,000 employees, Fort Meade is Maryland's largest employer and is the second-largest workforce of any Army installation in the U.S.

Responsibilities

  • Recognized expert SIGINT exploitation analyst focused on collection results and fusing SIGINT with multi-discipline intelligence in direct support of the Command?s mission and goals.
  • Applies specialized Signals Intelligence (SIGINT) expertise to perform highly complex and ambiguous assignments that normally require integration and synthesis of a number of related, unrelated disciplines and disparate concepts.
  • Responsible for collaborating, managing and coordinating multi-discipline SIGINT fusion requirements for near real time SIGINT capabilities, specialized collection, exploitation and dissemination directly supporting command and subordinate units.
  • Provides insight into Special Operations Forces (SOF) TTPs at exercise, operational, and technology planning and review forums.
  • Anticipates the need for balanced and qualified staff and recommends organizational structure and personnel requirements to ensure proper management and assigned mission.
  • Finds and implements ways to reduce barriers to production, promote team building, or improve workflows and information accesses.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Employees must pass a medical examination and receive required immunizations for the overseas/deployed location.
  • Requires extensive temporary duty (TDY) travel on very short notice, to locations within the continental United States (CONUS) and outside the continental United States (OCONUS), up to 30% of the time.
  • Subject to short notice recall. Must reside within normal commuting distance of duty station (50 miles).
  • Position requires duties to be performed under austere and potentially hazardous conditions during exercise and deployment operations. May be required to deploy into areas in which hostile action may occur.
  • Specific training, and immunization requirements may apply as appropriate for outside the continental United States (OCONUS) deployments.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
  • May be required to apply for Staff-Like-Access (SLA) in order to perform temporary duty with Other Government Agencies.
  • This is an Emergency-Essential (E-E) position subject to deployment; E-E employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
  • Anthrax inoculation program participation may be required to meet deployment requirements.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
  • Experience analyzing SIGINT to assess developments, trends, and threat implications within critical geographic and functional areas. AND
  • Experience conducting SIGINT intelligence analysis, database retrieval and processing to provide intelligence support to Command requirements. AND
  • Experience building and maintaining professional partnerships within the Intelligence Community.
  • This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).

    Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

    This position is considered Emergency Essential (E-E) in support of Army's mobilization and wartime mission during periods of increasing tension and mobilization. Position is considered E-E because (1) no qualified and immediate replacement exists; and (2) having it vacant would (a) impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Services. E-E Civilians are required to sign a DOD Form 2365; the employee agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority.
