Responsibilities

A recruitment/relocation incentive of up to $30,000 MAY be authorized for a highly qualified candidate.

The Fredericksburg Chief Medical Officer, in conjunction with the Section Chief for CBOC and ACOS for Clinical Operations, will be responsible for planning, organizing, developing, implementing, controlling, and refining a comprehensive patient management, clinical support, and administrative program. This is a supervisory/leadership position that will report directly to the Section Chief, CBOC.
  • Responsible for implementing and leading Primary Care/PACT model transformation at the Fredericksburg CBOCs and other sites as assigned, which includes participation in various committees.
  • Emphasis will be placed on meeting facility, VISN & VHA strategic goals to include improved access to care, improved efficiency, customer service excellence, self-care & self-management for Veterans, chronic illness management, prevention, & fostering Veteran health & well-being through use of Personal Health Planning.
  • This position will require sound clinical skills, knowledge, & experience in Primary Care operations, flexibility, and the ability to role-model & lead change.
  • The transformation within Primary Care/PACT is intended to improve Veteran satisfaction, quality of care, safety, & eventually improved health outcomes, & reduced healthcare costs.
  • The position will require a dynamic, forward-thinking leader who will be required to collaborate with other services.
  • Collaborative relationships will include partnerships within the facility with Nursing services, HAS, Integrative Health, Social Services, Pharmacy, Women's Health, Mental Health, Podiatry, Audiology & others.
  • Direct patient care duties will be assigned.
The incumbent should possess excellent leadership skills and be knowledgeable and proficient with VA Performance Measures and the principles of System Redesign including outpatient clinic access, Patient Aligned Care Team (PACT) and Patient Centered Care transformational efforts.

The successful candidate promotes standards of clinical competence and conduct for staff, which are maintained through compliance with the credentialing and privileging processes, monitoring and evaluation of clinical practice, peer review, and other appropriate quality assurance activities.

The incumbent recommends appointment and clinical privileges for CBOC physicians and is responsible for ensuring that individuals with clinical privileges competently provide service within the scope of privileges granted.

There may be other duties as assigned by the supervisor based on individual competence and organizational needs.

The incumbent should possess sufficient clinical knowledge and experience to monitor and assess clinical competencies and practices; sufficient interpersonal skills to deal harmoniously with a diverse population of internal and external customers; sufficient time management skills to prioritize completion of a high volume workload; and the ability to achieve results in the setting of constrained resources.

Duties and responsibilities include, but are not limited to:
  • Preparation of annual proficiency reports.
  • OPPE/FPPE completion and review, per policy.
  • PACT/EPRP/SAIL/other data review and management.
  • Leave and timecard management and administration.
  • Clinic profile management.
  • Collaboration with the patient advocates to address and resolve inquiries/complaints.
  • Preparation of controlled correspondence for Congressional/VISN/VACO inquiries.
  • Recruitment/retention of Primary Care providers.
  • Disciplinary action, as required.
  • Collaboration with HAS, Nursing, Pharmacy, Podiatry, Audiology, MHSL, and other PACT leadership in Primary Care to effect clinical operations.
  • Oversight of PACT implementation.
  • Be proficient in and promote alternate modalities of care that include virtual care.
  • Responsible for continuous improvement projects within Primary Care.
  • Responsible for Primary Care staff engagement and development.
  • Functioning within his/her assigned scope of Primary Care at the Fredericksburg CBOC.
Work Schedule: Monday - Friday, tours could take place between 7:00 AM and 7:30 PM.
  • (The candidate must be willing to work weekends and irregular work hours and may need to provide clinical services off tour and will be required to do so upon receiving critical clinical messages. The candidate must be willing to be placed, detailed or temporarily assigned to other related services and/or locations, if necessary)

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.
  • Proficiency in spoken and written English.
  • Physical requirements outlined below.
Preferred Experience: Board certification. Prior leadership and supervisory experience. Ability to work well with executive leaders as well as physicians, advanced practice nurses, and physician assistants. Must have ability to handle multiple projects simultaneously.

The incumbent should be emotionally and mentally stable; and capable to perform the duties of the position.
