Summary

The incumbent serves as a Senior Mechanical Engineer, Senior Program Manager and facilitates complex actions to ensure the implementation of major, state-of-the-art, ESPC contracts and activities.

This position is located within the Facilities Management & Services Programs Division (FMSPD), Public Buildings Service (PBS), National Capital Region (NCR), General Services Administration (GSA).

Responsibilities

As a Mechanical Engineering Technician, you will perform the following duties:
  • Facilitate complex actions to ensure the implementation of major, state-of-the-art, ESPC contracts and activities.
  • Lead initiatives and performs technical design and development project work for all ESPC contracts. Specifically, provides technical support during all phases of ESPC projects, including development, implementation, administration, and close-out activities.
  • Serve as technical lead in the evaluation of proposals, business plans, specifications, operating budgets and technical terms/conditions of ESPCs
  • Coordinate activities concerned with technical developments, scheduling, and resolve engineering design problems.
  • Serve as the lead and facilitate performance contracting to third-party financing, including but not limited to: acquisition planning, developing solicitations, evaluating proposals, leading negotiations, awarding contracts, and administering the post-award phase.

The GS-13 salary range starts at $103,690.00 per year.

To qualify, you must meet one year specialized experience equivalent to the (GS-12), in the Federal Service.

Specialized experience is defined as providing direction and support for energy management programs and services related to facility operations and project implementation. This experience must include interpreting and applying energy conservation laws and policies to achieve compliance with Federal, state and local requirements; identifying and implementing energy conservation measures; implementing energy audits; analyzing energy consumption and cost; and, developing complex written materials summarizing actions and the status of energy programs for senior management.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here's how it will work: You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of mechanical engineering principles and specifications in order to manage and execute technical engineering activities for NCR's portfolio of ESPCs.
  • Skill in managing projects to provide technical support during all phases of ESPC projects.
  • Ability to perform analysis, review and evaluation of proposals, business plans, specifications, operating budgets and technical terms/conditions of ESPCs.
  • Knowledge of related engineering fields ( e.g. , civil, electrical, structural) principles and practices applicable to the full range of technical mechanical engineering duties concerned with the design, operation and inspection of finished work and work in process.
  • Skill in oral and written communication to provide technical information and to present briefings, analysis and findings to persons with various experience and backgrounds.
