Summary

You will serve as a Highway Safety Specialist and report to the Chief, Impaired Driving Division, Office of Impaired Driving and Occupant Protection, Research and Program Development (NPD). The Office has national responsibility for developing and improving traffic safety programs aimed at reducing alcohol and drug-impaired driving, crashes, deaths, and injuries.

As a Highway Safety Specialist, you will:
  • Develop and manage projects and activities and provide technical assistance to NHTSA regional offices, states, communities and national organizations in all facets of a comprehensive program focused on reducing impaired driving, which includes prevention, intervention, enforcement, treatment, policy, communication and outreach strategies.
  • Participate in program planning and budget activities, in cooperation with other Offices, Divisions, and Regions, developing short and long range plans to increase traffic safety and public health programs through a variety of strategies and demonstration programs.
  • Organize, lead, participate in and attend official meetings, conferences and workshops relating to impaired driving.
  • Represent NHTSA and make presentations describing Administration programs and policies to various groups and committees.
  • Coordinate program activities between Federal agencies and inform staff of other Federal agencies regarding impaired driving programs and policies.

The ideal candidate for this position possesses a broad general knowledge of highway safety and specific knowledge of impaired driving prevention programs. The individual must be capable of creating and managing procurements and evaluating technical information related to impaired driving. The candidate must also be able to analyze technical reports to propose and support specific actions based on these assessments. To be successful at assisting the agency in its goal of eliminating impaired driving crashes and fatalities, the ideal candidate must be a self-starter, work with minimal supervision, possess strong interpersonal skills, and be able to communicate effectively orally and in writing.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience developing, managing, or evaluating national, State and local highway safety alcohol or drug impaired driving programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Demonstrated knowledge of and experience in program and policy development, implementation and evaluation of Federal, state or local impaired driving programs and the ability to translate this knowledge and experience into programs and technical assistance for Federal, State or local agencies or organizations.
  • Demonstrated ability to work effectively with technical and complex issues and analyze data and information to identify impaired driving problems, trends and countermeasures.
  • Demonstrated verbal and written communication skills. Demonstrated experience in negotiating with officials at all governmental levels and with national organizations on varied topics related to impaired driving.
  • Demonstrated experience in leading individuals or a team (i.e., program or interagency team), working under pressure and responding to tight time frames.
