Responsibilities

The Outreach Division is responsible for planning and executing the FAA's NextGen communications strategy to internal and external stakeholders. This position is within the NextGen Stakeholder Advocacy and Outreach Branch.

Serves as the NextGen Stakeholder Advocacy and Outreach Branch Manager. Is responsible for reaching out to stakeholders to communicate NextGen messages and supervising/directing project as assigned.

Using various applications of fact-finding and investigative evaluation, advises the Outreach Division Manager of opportunities for strategic engagement and maintaining a strong digital presence to deliver effective messaging and engage with stakeholders to increase awareness. As a branch manager, provides advice, reports and formal presentations to senior management on NextGen's outreach strategy and messaging, including impacts on short and near-term planning, budget and programmatic implications.

In collaboration with the ANG-M management, acts strategically through planning and coordination with ANG leadership and across FAA's lines of business and staff offices. Develops and manages a dynamic calendar of engagement with targeted communities and stakeholders with input from key FAA and external aviation industry stakeholders as appropriate. Uses substantive expertise of NextGen and FAA programs to ensure content meets identified messaging needs and policy outcome expectations. Uses appropriate delivery mechanisms for diverse stakeholders.

Work is typically governed by established policies, procedures and mission objectives that leave considerable room for discretion. Provides guidance to subordinate employees for preventing and resolving problems without the intervention of higher-level management except where LOB/SO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems that cross organizational lines and disciplines. Considers technical, budgetary, regulatory, and political issues that involve other organizations inside and outside the FAA.

Managerial duties typically affect managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.

Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher level.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience in developing and managing a dynamic digital media program that included developing plans, implementing and overseeing strategic communications on a variety of digital platforms (e.g., web, social media, and targeted e-mails) to educate and engage stakeholders to increase program awareness. Experience in preparing and presenting presentations to senior management.
