Summary

About the Position: Serves as Enterprise Automated Information System (AIS) Information Technology (IT) project manager working under the general supervision of the Chief, Program Management Office.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and
appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Serve as a technical consultant and source of authoritative information regarding all aspects of assigned area of responsibility.
  • Provide policy guidance to AIS management, staff, and customers. Define current and future business environments preparing AIS budgets, establishing metrics to measure and evaluate systems performance of total cost of ownership
  • Process improvement initiatives will be conducted in coordination with the AIS Program Manager and other stakeholders.
  • Integrate AIS project scope and criteria which includes customer base, customer location, hardware, software, schedules and milestones, budgets, and responsibilities;
  • of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.
  • Control and manage project milestones and budgets from planning through installation or delivery.

  • This is a Critical Acquisition Position, incumbent must adhere to all CAP requirements.
  • Incumbent must execute, a written agreement to remain in Federal service in the position for at least three years.
  • In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a Secret Security Clearance.
  • Incumbent must file a Confidential Financial Disclosure, OGE-450.
  • Incumbent must obtain and maintain a Project Management Professional (PMP) certification within 12 months of appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing the following duties: 1) Analyzing project execution. AND 2) Conducting budget cost analysis. AND 3) Performing IT system life-cycle management (such as migrating information and cloud technology). All experience areas shall additionally demonstrate each of the following competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication 4) Problem Solving.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
