Responsibilities

As a Resource Management Advisor at the GS-0301-13/14 some of your typical work assignments may include:
  • Articulating and administering DHRA Program Portfolios that have far-reaching consequences and frequently using forward initiatives to accomplish the Directorate objectives.
  • Serving as the primary point of contact and coordinator for all resource and requirement issues within assigned portfolio of DHRA programs.
  • Serving as the horizontal integrator within the DHRA to assist and advise the component Directors, Program Managers, and the Senior Resource Advisor in achieving their goals and objectives.
  • Engaging directly in supporting Program Managers with the processes associated with support agreements, personnel actions, requirements management, budgeting, funds execution, accounting and validation of resource activity, compliance, assessing risk, and analysis support to leadership.
  • Evaluating program initiatives and providing recommendations on programmatic resource management issues to the relevant DHRA component Director and Deputy Director in coordination with the DHRA Senior Resource Advisor.
  • Providing support to Program Managers and program-level analysts for programmatic and program related budget initiatives requiring inter-office coordination in support of the DHRA component Directors and Deputy Directors.
  • Building, executing, and analyzing the budget based on capabilities validated and approved within each of the Planning, Programming, Budgeting, and Execution (PPBE) phases.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Familiarity with fiscal law, regulations, processes and procedures.
  • Participating in, and supporting multiple projects and have familiarity with project management concepts.
  • Performing resource management duties for a small agency with a budget up to $50 million.

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
  • Leading multiple projects and mastery of project management concepts.
  • Utilizing and applying relevant fiscal law, regulations, processes and procedures.
  • Performing resource management with a medium to large organization (annual budget of $50 million or more) in all phases of the Planning, Programing, Budgeting, and Execution (PPBE) cycle.
  • Applying management concepts, principals and techniques.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 1 Certified position.
