Summary

This position is located in the Directorate of Construction (DOC), Office of the Director. The mission of the Directorate is to assure the safety and health of workers in the construction industry.

- This position is inside the bargaining unit.

Responsibilities

Major duties include:

-Providing advice, professional services and interpretation on construction OSHA matters, processes, issues, and opportunities to industry experts, committees, personnel in private industry, and stakeholders.

-Assessing effect of new technology on OSH on construction businesses, workers, costs, and ability to comply with standards.

-Advises and provides training, instruction, and information on the application of and compliance with standards and development of OSH programs.

-Represents and promotes OSHA programs to other government agencies, construction employers, labor representatives, professional organizations, and other stakeholders.

-Explains enforcement policies, programs, and activities. Defends agency position of construction policy and directives and other matters. Ensures notice and information is provided and disseminated to stakeholder groups affected by OSHA field activities, and represents the construction interests in other Agency's programs

-Performs studies of significant or unusual construction safety construction safety issues. Prepares guides for OSHA National and field office organizations and compliance safety officers. Provides technical guidance and professional services to the construction industry.

-Analyzes and evaluates information and requirements needed to determine purpose, focus, goals and objectives, and required outputs

-Conducts specialized surveys using quantitative or statistical methods to facilitate research on construction safety issues.

-Identifies known safety hazards associated with: 1) task performance, 2) occupation or trade, 3) certification, licenses, and4) training held by operator/user/worker and 5) protective clothing, gear, or devices used by operator/user/worker.

-Researches, analyzes, and evaluates OSHA regulations, Preambles of Notices of Proposed Rule Makings and Final rules, industry consensus standards, industry best practices, court case law, injury and illness and fatality data through multiple sources (BLS data, CFOI data, OSHA OIS and IMIS system).

-Coordinates work groups within DOC, National Offices, alliances, other federal agencies, major outreach campaigns, regional construction work group, Advisory Committee for Construction Safety (ACCSH) activities such as meetings, member nomination and selection, charter, website updates, and the Annual
Comprehensive Review (ACR).

Qualifications

Individual Occupational Requirements

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience

General Experience (for GS-5 positions): Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above.

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

OR

Certificates

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

Specialized experience:

For the GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the Safety & Occupational Health Specialist.

As well as examples of specialized experience listed above, applicants must also have one year of specialized experience in the following:

  • Experience in one or more different types of construction such as commercial, residential, or heavy construction which demonstrates the ability to analyze work processes and conditions; identify, eliminate, and/or control safety and health hazards pertaining to construction;
  • Knowledge of OSHA standards or related codes pertaining to construction;
  • Assisting in the planning of and/or conducting occupational safety and/or health inspections of construction sites.
