Summary

This position is part of the Defense Media Activity. The incumbent will be responsible for applying a broad range of analytical methods and informed judgment to the analysis and resolution of unique problems and issues pertaining to a broad range of DMA organizational structure, missions, functions, policies, practices, procedures, and programs.

Responsibilities

As a SUPERVISORY PLANNING AND ANALYSIS SPECIALIST at the GS-0301-14 some of your typical work assignments may include:
  • Collects, analyzes, and assesses all available data, information, and expert opinion from within and outside the Federal government, and identifies significant trends and best practices pertinent to the issue under study.
  • Prepares for approval by the Director, DMA, ASD (Public Affairs), or other appropriate OSD officials, oral and written briefings, reports and assessments containing findings, objective and balanced analysis and evaluation of all pertinent facts, recommendations, and plans of action, and for changes in DMA organization, methods, and procedures that will achieve increased effectiveness, efficiency, and economy of operations.
  • Interfaces directly with management officials in DMA, the OSD, the Military Departments, DoD and Federal Agencies, public sector officials, and officials in the private sector to collect data, information, advice, and guidance relating to planned or on-going studies, and analyses.
  • Provides advice and assistance to senior DMA officials on organizational and management, program analysis, performance measurement, policy analysis, business process improvement, management reporting, strategic planning, change management, and program integration.
  • Manages or assists in the implementation of organizational changes, structural realignments, and other management reforms.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service, Specialized experience is defined as:
    Performing studies and analyses of organizational relationships, programs and resources, manpower allocation, management systems and reports, business processes and policies to recommend improvements. AND
  • Managing the strategic planning process, development, and publication of the strategic plan and oversight of its implementation, program of objectives, and milestones.
B. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
