Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain STEM Positions to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities

  • Provide program management technical advice, and professional consultant services.
  • Plans and executes the assigned program or develops alternate engineering and environmental management solutions.
  • Alerts the command staff of changes that may impact the installation.
  • Recommends procedures for procurement of permits as required by Resource Conservation and Reclamation Act (RCRA) and the Comprehensive Environmental Compensation Liability Act (CERCLA).
  • Conduct assessments and inspection of environmental restoration sites and compliance cleanup sites to support Military Construction Army (MCA) and Operations Maintenance Appropriations (OMA).
  • Assure compliance with all environmental laws.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Environmental Specialist:

A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:
One year of specialized experience which includes I have one year of specialized experience equivalent to the GS-11 grade level in the federal service which includes recommends procedures for procurement of permits as required by Resource Conservation and Reclamation Act (RCRA) and the Comprehensive Environmental Compensation Liability Act (CERCLA) ; Resource Conservation and Recovery Act (RCRA); Defense Environmental Restoration Program (DERP); Formerly Used Defense Sites (FUDS)in Support of Military Construction and Operations Maintenance; Conducts detailed reviews of all Military Construction Army (MCA) and Operations Maintenance Appropriations (OMA) projects to: assure compliance with all environmental laws; assure protection of environmentally sensitive areas; determine the appropriateness of the proposed land use.
