The United States Capitol Police (USCP) is a CALEA nationally-accredited, federal law enforcement agency. The USCP safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. Responsibilities
The applicant selected to fill this position will serve as a Special Agent in the Investigations Division, Protective Services Bureau in any of its three sections: Criminal Investigations Section, Intelligence Operations Section or Threat Assessment Section. The primary responsibility of this position is the investigation of violations of the D.C. Code and Title 18, U.S. Code to include allegations of criminal activity, terroristic activity, and threats or unusual interests against Members of Congress and other statutory protectees of Congress that occur in the jurisdiction of the USCP as defined by 2 USC § 1966(a) & (f).
Note : More than one selection may be made from this vacancy announcement. The selection list will be active for a period of 12 months from the date of approval of the selection memorandum. An applicant may request to be removed from consideration by sending a written request to the Office of Human Resources (OHR).
Assignment to the sections within the Investigations Division will be based on:
1) Needs of the Division
2) Placement on the ranked list based on all phases of the selection process
3) Applicant preference
If an applicant declines the assignment to the section offered, he/she will be removed from the active selection list.

Qualifications
All applicants must meet the following Eligibility Factors in order to be considered for the position of Investigations Division Special Agent:
1. Must be a current USCP Officer below the rank of Sergeant.
2. Must have attained the rank of Private with Training (PWT) and successfully complete your probationary period by the closing date of this announcement.
3. Must not be in restricted leave status as of the selection date.
4. Must be in full and unrestricted duty status as of the selection date unless otherwise authorized by law (e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA)).
5. Must possess a valid driver's license.
6. Must be available to work flexible and/or additional hours and travel on short notice.

4. Must complete a one (1) year probation period.
5. Obtain and maintain all required certifications associated with this position.
6. Maintain continuous satisfactory performance in this position.
7. Assume on-call and re-call duties that require rapid response during off duty hours and weekends when needed.
8. Must maintain a valid driver's license.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under Phase I and Phase II to be considered in subsequent phases.
Phase I: Initial Qualification - The Office of Human Resources (OHR) will conduct an eligibility factor review as outlined in this vacancy announcement.
Phase II: Resume and KSA Self-Assessment Review - Knowledge, Skills, and Abilities (KSAs) and resumes will be evaluated by an appointed review panel.
Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official.
Prior to making his/her selection, the selecting official shall review any available Department documents, to include application documents and each candidate's complete career disciplinary record, results of selection process phases, and may, at their discretion, conduct interviews if necessary, with all recommended candidates.
The selecting official may, at his/her discretion, not select a recommended candidate for reasons such as:
1. Substandard performance;
2. Serious sustained misconduct; and/or
3. Pending investigatory and/or disciplinary matters internally or externally.
All aspects of the process are subject to the Department's legal review.
All final recommendations are subject to final approval of the Chief of Police.

As an Investigations Division Special Agent, you will:
- Investigate criminal and terroristic activity involving violations of the D.C. Code and Title 18, U.S. Code;
- Collect, evaluate, interpret, and disseminate information related to the mission of the Investigations Division;
- Prepare and disseminate written reports including reports of investigation, various investigative assessments, and investigations bulletins;
- Perform a full range of comprehensive investigative functions to include planning, organizing, fact-finding, and reporting results on cases ranging from routine to highly complex;
- Perform protective intelligence operations, coordinating investigative and operational efforts with other USCP sworn officers and outside agency officials;
- Serve as a liaison with local, state, and Federal law enforcement agencies;
- Conduct surveillance, surveillance detection, and counter surveillance operations;
- Represent the USCP during investigative and law enforcement meetings.
