Responsibilities

The Assistant Special Agent in Charge is located in a the Major Frauds and Corruption Unit (MFCU) of the Department of Homeland Security, Office of Inspector General (OIG), Office of Investigations (INV). MFCU is a highly specialized unit established to proactively identify and investigate fraud and corruption that poses significant risk and major financial impact to DHS. MFCU leverages a multi-disciplinary team of special agents, analysts, data scientists and forensic auditors/accountants to uncover and investigate high dollar procurement and grant fraud schemes throughout the U.S. and its territories. You will be responsible for supervising, investigating and bringing to the appropriate criminal and civil justice system, those individuals and organizations involved in financial, professional, civil, or criminal misconduct related to the program and operations. Typical assignments include:
  • Providing supervisory guidance, expertise, technical advice to the criminal investigators and assistance to the investigators and staff. Ensuring coordination with the United States Attorney's Office, developing and maintaining productive relationships and exchanges with counterparts in the DHS, FBI, DEA, and other related Federal, state and local law enforcement agencies regarding investigative efforts and to gain perspective and provide for a more coordinated approach to mutual areas of investigative interest.
  • Participating in all phases of program planning and policy formulation for the field office, sub-office or HQs division. Develops and presents to the Special Agent in Charge methodologies for the improvement in the operational and administrative activities are conducted in an efficient, effective and timely manner.
  • Providing oversight of allegations that fall within the jurisdiction of INV and allegations that do not fall within the jurisdiction of DHSOIG are referred to the proper DHS Component or other Federal Agency.
  • Regularly prepares status, statistical and special reports as required by congressional requests and mandates, CIGIE standards, IG Manual, or other management officials.
  • Personally maintains liaison with other law enforcement agencies at the local, state, and national levels for purpose of obtaining their cooperation in furnishing information concerning illegal activities involving violations of criminal law related to DHS personnel in the private sector, contractor, programs and assets.

Qualifications

You qualify for the GS-14 grade level (starting salary $108,532.00) if you possess one year of specialized experience at the GS-13 grade level performing the following duties: Coordinating matters pertaining to the detection, investigation and prosecution of suspected violators of fraud, abuse, and integrity laws; 2) Leading an investigative team relative to criminal investigations of critical and sensitive importance; 3) Reviewing and evaluating allegations and recommending to the Special Agent in Charge appropriate investigative activity; 4) Leading, planning, or coordinating investigative activities (i.e. search or arrest warrants, analysis of grand jury material and joint operations with other federal law enforcement agencies); 5) Ensuring coordination with outside agencies (i.e. US Attorney Office, FBI, DEA) regarding investigative matters.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 04/19/2021 of this announcement.
