i360 has an upcoming need for an Oracle Federal Financials R12 Functional Lead with expertise in 3 or more Functional areas like Budget to Report (B2R), Sub Ledger Accounting (SLA) and Procure to Pay (P2P) processes to support our federal client environment. The successful candidate should have 10+yrs of experience and be able to provide Oracle Federal Financials Applications and Processes support, new project implementation and enhancements to an existing R12 Federal Financials systems environment. This program requires a federal clearance and is open to US Citizens and Green Card Holders with no other exception. This project role is being worked remote until the federal Covid Pandemic mandate for telework/remote is lifted - the worksite will be in Rockville MD post pandemic Mon-Fri. This project has an anticipated start date - June 2021. Responsibilities: * Lead the team to include resolving deployed Agency and partner functional issues and elevating defects and change requests through the Configuration Management process. * Document Help desk trouble tickets in the help desk ticketing tool and leveraging the tool to create help desk metrics and frequently asked question guides. * Analyze and resolving reported help desk problems. * Triage problems to determine potential causes and to resolve or escalate issues as appropriate. * Develop and conduct functional help desk training sessions for site support team members. * Support emergency help desk team blackberry on a rotating basis during one week of evenings per month and during one weekend per month * Work closely with DBA and RICEW teams to resolve technical issues. * Support Site Support all 5 days per week on client site * Provide leadership and expertise to troubleshoot and review and recommend improvements based upon "best practices" and R12 functionality for the following Budget-to-Report (B2R) business process flow areas and tasks: o Budget Planning & Formulation o Federal Admin o Distribute Budget o Manage Budget o Manage Continuing Resolution Authority o Reprogram and Rescind Funds o Maintain the General Ledger o Create and Post Journal Entries o Prior Period Adjustments o Reporting o Month and Year End Closing * Provide leadership and expertise to troubleshoot and review Sub-Ledger Accounting (SLA) rules and recommend improvements based upon "best practices" and R12 functionality. * Assist project teams in configurations and standardizations when adding new clients to the shared service platform. * Provide requirement analysis, process review, configuration and development, documentation, and implementation services for production sustainment and system enhancements within Oracle Federal Financial R12 environment * Identify and document requirements working with users. * Provide Oracle R12 configurations and documentation in multiple environments. * Provide designs and data mapping for interfaces, extensions, conversions, and reports. * Assist with test plans, provide testing documentation, and perform testing activities. * Assist with training sessions and documentation. * Provide input to planning and scheduling direction for project and release management. * existing account generators and rules and recommend improvements based upon "best practices" and R12 functionality for the Sub-Ledger Accounting (SLA) rules. * Provide leadership and expertise to troubleshoot and review and recommend improvements based upon "best practices" and R12 functionality for the following Procure to Pay (P2P) business process flow areas and tasks: o Manage Requisitions o Manage Approvals o Manage Suppliers o Funds Check o Source Goods & Services o Manage Contracts o Execute Purchases o Process Receipts, Acceptance & Return o Enter Invoice & Match o Execute Disbursement * Provide analysis and problem resolution to implement fixes to reported problems escalated from help desk team. * Provide updates to and validation of internal control documentation. * Understands configurations and integration between multiple functional areas. Extensive experience supporting the full end-to-end process of change management including; reviewing technical documentation, creating and providing functional documentation, documenting justification for changes and supporting the change request on calls and in meeting, performing impact analysis on change management documents, assessing the effectiveness of changes on the production environment and other relative components of the process. * Experience working within an information technology service framework such as the information technology infrastructure library (ITIL) framework and applying the concepts and methods to a Federal business environment. Familiarity with application support processes and skill in analyzing system functionality and requirements. * Expert skill in analyzing problems and making decisions and recommendations in a variety of areas relating to Oracle Federal Financials and the modules, configurations and components, as well as, interfaces, customizations and new development activities. * Excellent oral and written communication skills. Skill in modifying or developing directives, instructions, or manuals and identifying areas requiring improvement in communication and guidance. * Ability to interact with stakeholders at various levels to gain unders tanding or acceptance of complex and controversial issues. Contributes to the overall strategic vision, and integrates a broad range of ideas regarding implementation and support. Undertakes implementation and support projects involving multiple disciplines, and may impact multiple business units. * Knowledge and experience documenting system processes and requirements traceability. * Preferred experience implementing and providing operational support to the any of the following: Oracle Federal Financial Modules (12.2.9) including general ledger (GL), Accounts Payable (AP), Accounts Receivable (AR), purchasing (PO), Federal administrator for budget execution (BE) fixed assets (FA); PRISM, Hyperion Applications and Essbase. Experience with key components and systems within HHS such as; (Common Accounting Number (CAN)/BACS crosswalk, Accounting For Pay System (AFPS), Etravel, Gates, Payment Management System, CARS, GTAS. * Experience with e-invoicing, g-invoicing, RPA is a plus. Job Requirements:Requirements: * Must have a bachelor's degree relative to business administration, computer science, information systems, information systems management, computer programming or a degree with extensive course work in computers and applications. * Minimum of 10 years progressive experience working with Oracle Federal Financials. * Must have extensive experience working with both technical and functional aspects of requirements gathering, fit-gap analysis, development, configurations, troubleshooting and similar skill sets. * Experience must include working with a variety of functional and technical resources such as; programmers, database administrators, network architects, system engineers and other such experts. * Strong Oracle General Ledger, SLA, FedAdmin, P2P, Assets and O2C experience, including a working knowledge of accounting flow (Sub-ledger to General Ledger) * Demonstrated prior experience of Federal Accounting practices (USSGL/GTAS/SFIS) * Prior experience in Federal month-end and year-end closing processes, with ability to analyze and resolve issues. * Prior experience with Oracle R12 upgrades and conversions, including building SLAs for multiple modules (FV, PO, AP, AR, PA) * Prior experience developing functional designs including interface and extension designs. * Prior experience designing and executing end-to-end integration testing. * Prior experience designing and implementing Federal Reports. * Hands on experience configuring the following Oracle R12 modules in a Federal environment: o Fixed Assets o Projects Billing & Costing o Accounts Receivables o Order Management o Purchasing Qualifications: * Must BS/BA Degree in relevant discipline such as MIS, IT, Computer Science, Business, Accounting, and Finance required * Must have excellent Oral and Written communication skills with the ability to explain Oracle issues to management team and stakeholders. * Must have strong experience working within Teams. * Must have strong a demonstrated ability to provide excellent Customer Service skills. * Must have strong Client Support Skills with Flexible and open Responsiveness. * Must have excellent Customer Relationship Management skills * Must have effective communication, presentation, analytical, and technical skills. * Must have the ability to be hands-on in this role to develop polished, professional documentation and other written materials. * Must have strong analytical, collaborative, organizational and problem-solving skills. * Must have the ability to extend a strong commitment to quality of solutions and services provided to client. * Must be proficient in Microsoft Word, Power Point, and Excel tools * Must be demonstrated ability to work independently with minimal supervision. * Must be able to complete a successful federal background investigation. * Full time employees preferred for this role. * i360 will Only work with Direct Hires (No recruiting or staffing firms' submissions will be considered) * Must be a US Citizenship or Green Card * Resources must be able to be or make themselves local to Rockville, MD (post pandemic) Primary Location: Rockville, MD Hours on-site: MUST WORK ON-SITE Monday - Friday All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, protected veteran status, or status within any other protected group. i360 is an Equal Opportunity Employer - M/F/Veteran/Disability
