    • In lieu of a Bachelor's degree, a high school diploma or GED and four (4) years of substantive experience in qualitative and/or quantitative analysis in driving process improvements in various industry environments

  • Six (6) years of professional, related work experience in operational performance analysis and/or financial analysis and reporting.

Job Summary

The Bus Services Project Performance Analyst coordinates and assists with the collection, analysis, documentation, and dissemination of service, performance and financial data in cooperation with other Bus Services (BUSV) Subject Matter Experts. The incumbent provides support to the Project Manager, Bus Services. The primary responsibilities are to provide support in complex statistical analysis, performance measurement, contract service compliance, tracking and billing review for contracted bus operations and maintenance services.

Essential Functions
  • Collects, verifies and analyzes performance data, including operations statistics, compliance data and financial information, to determine established data quality and reliability. Develop solutions or alternative methods of collecting such data
  • Conducts analysis utilizing computer software, databases, statistical programs, and modeling packages. Breaks down problems into their various parts and analyzes the effect that different changes and circumstances would have on each of these parts.
  • Recommends solutions to bus service delivery operations and maintenance problems.
  • Verifies that reports and deliverables submitted by vendors comply with established compliance protocols. Validates the accuracy, integrity, and consistency of vendor- reported data. Develops coherent qualitative summaries. Reports adverse findings to manager promptly.
  • Supports management team with the production, analysis and distribution of accurate, and periodic service operations, compliance, performance, financial and billing reports. Applies working knowledge of data collection and analysis methods to prepare detailed reports and effectively summarize and distribute qualitative and quantitative analyses on selected performance measures, for a range of audiences including internal and external stakeholders.
  • Performs root cause analyses and collaborates with subject matter experts and managers, as necessary to analyze operations and compliance data for anomalies, trends and opportunities for improvement in a dynamic and fast-moving operation.
  • Develops, monitors, and coordinates a compliance and review system for contractors' operations reports and invoices, to include required internal and external periodic service, maintenance and financial reporting. Effectively monitors project and contractor compliance to identify compliance matters and bring to the attention of the project manager and other managers.
  • Develops, monitors, and coordinates project compliance for contractors' human resource, employee identification badge, and information technology tracking.
  • Analyzes data, current business processes, including standard operating procedures and work instructions to make recommendations for business process improvements.
  • Performs research, analysis, and reports on industry best practices. Collects data and develops analytical justifications, as needed, to support changes to existing policies and procedures that will contribute to effective and efficient service delivery.
  • Coordinates quality control objectives and activities with internal stakeholders to resolve service problems, maximizing service reliability, and minimizing cost.
  • Provides other administrative, compliance, financial, project management and analytical reports, as necessary, to support efficient operations and data driven management decisions.
