Job Summary: This is a full-time position with Tecknomic and the project is with DOES, DC. Looking for a candidate with 16+ years of experience needed to serve as the subject matter expert on building and implementing data systems, implementing ETL processes, and implementing data quality controls for the agency's multi-year Data Management Project to modernize the agency. Job Details: The DC Department of Employment Services (DOES) operates the District's Workforce Development System; maintains oversight of the Unemployment Insurance and Paid Family Leave programs; and administers, plans, and develops various employment-related services to all segments of the Washington, DC metropolitan population. DOES achieves its mission through empowering and sustaining a diverse workforce, which enables all sectors of the community to achieve economic and social stability. DOES requires the services of a Master Data Engineer staff augmentation consultant to serve as the data engineer for the Data Management Project team. The Data Management Project is a multi-year effort by DOES to ensure that the agency has accurate and reliable data maintained by high quality systems, all agency data are readily available and consistently used for well-informed decisions, and appropriate and accurate data are regularly released to the public. The Data Management Project team is responsible for meeting the project goals: (1) establish a data governance program, (2) perform a comprehensive data gap analysis, (3) design a master data architecture, (4) create a data warehouse for all data assets, (5) develop a front-end for program staff to quickly access workforce information and visualize program status, (6) create a public portal with user-friendly scorecards to help residents make more informed decisions about workforce opportunities, and (7) foster relations with other DC agencies and improve interagency data integration. The Data Management Project Data Engineer serves as the subject matter expert on building and implementing data systems, implementing ETL processes, and implementing data quality controls for the agency's multi-year Data Management Project to modernize the agency's data management systems and implement an enterprise data warehouse. Specific duties for the position include: Specific Duties: 1. Design, build, and maintain the agency's data systems. 2. Support the development and implementation of the DOES data warehouse. 3. Design and maintain processes that migrate data into the data warehouse. 4. Create and maintain ETL processes, and regular review the processes for optimization, automation, and improved scalability. 5. Work with the Data Management Project team to analyze the quality of source data and design and implement data quality controls 6. Work with program staff across the agency to design and build automated data solutions to support analytics and reporting. Job Requirements: 16+ years experience in database design and development Required 16+ years experience creating and maintaining ETL processes Required 16+ years experience using SQL to create complex database queries Required 10+ years experience designing and implementing enterprise data warehouse solutions Required Bachelor's degree in IT or related field or equivalent experience Required 20 Years 10+ years experience writing high quality technical documents for a broad audience Required 10 Years Outstanding oral communication skills, including public speaking Highly desired 10 Years Experience using a scripting language such as Python or R to for data transformation Required 12 Years Experience designing, testing, and implementing data quality and validation controls Required 12 Years MS SQL Server, including creating and maintaining databases, integrating SQL Server with external system, and creating SSIS packages Required 10 Years
