As a Capital Adequacy and Planning Lead Expert within the Systemic Risk Identification Support and Specialty Supervision (SyRIS), you will serve as an expert advisor to the respective ADC and SyRIS Deputy Comptroller and provide advanced technical expertise and advice to the bank supervision functions across the OCC's supervision units, with a primary focus on large and midsize portfolios in the specialty area.

As a Capital Adequacy and Planning Lead Expert within SyRIS, you will:
  • Serve as the expert advisor and provide authoritative guidance and direction to subordinate Lead Expert Risk Specialists, and to OCC supervision staff, other supervision subject matter experts and specialists, and OCC leadership on supervision risk issues, bank supervision in the Capital Adequacy and Planning arena, and broadly with respect to supervision risk at large.
  • Lead and direct horizontal reviews and Quality Control/Quality Assurance activities to ensure appropriate application of OCC guidance, rules and regulations, evaluate findings, and direct/coordinate appropriate corrective actions and redirection for continual improvement and enhancement of OCC supervisory practices with regard to Capital Adequacy and Planning activities.
  • Identify and prioritize specialty-based supervisory risks across OCC supervised institutions and within OCC supervisory institutions, with a primary focus on large and midsize portfolios.
  • Formulate strategy guidance, incorporating direction from the National Risk Committee and Committee on Bank Supervision and identify supervision resource requirements appropriate to address the risks identified.
  • Identify emerging issues in the Capital Adequacy and Planning area across all OCC supervision units and coordinate findings with other subject matter experts both internally and externally as appropriate and develop authoritative mitigation strategies.
  • Attend meetings and conferences with bank executives, boards of directors, and officials of other federal, state, and local government agencies to make presentations and negotiate sensitive and controversial issues relative to the designated risk area and supervision at large.
  • Advise, inform, and direct OCC supervision staff of new policy or program initiatives, changes to bank supervisory procedures and new regulations in the assigned risk area.

Washington, DC, Chicago, IL, New York, NY, Charlotte, NC & Boston, MA are the preferred locations; though, any U.S. location of the OCC (field or satellite office) will be considered under an alternative work location as defined in PPM 3110-53.

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI band level. Examples of specialized experience for this position include:
  • Examining or auditing a financial institution's compliance with laws, regulations and guidance related to Capital Adequacy and Planning activities; such as, (stress testing, Basel reforms and standards, advanced approach, earnings, risk identification, recovery planning, capital planning and strategic planning); AND
  • Serving as an advisor or consultant to senior management on Capital Adequacy and Planning supervisory issues, in a financial institution or regulatory agency.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Total pay cannot exceed applicable pay cap, which is $275,800 for 2021.
  • Salary range does not include geographical pay.

  • Relocation to any of these five cities (Chicago, IL; New York, NY; Washington, DC; Charlotte, NC; and Boston, MA) will be authorized but not between any of these five cities.

    Selectee's location preference will be considered, to the extent practicable.
  • This position may be filled in an alternate location (any U.S. location of the OCC) provided the location is cost effective, operationally efficient, and complies with the standards contained in PPM 3110-53.
