The Deputy Director, Office of Financial Management, organizationally titled Director, Accounting Services, is responsible for providing strategic direction and operational oversight over the Financial Policy, Financial Operations, Property Accounting & Reporting; Cost Accounting & Labor Distribution; Internal Controls; Financial Statements and Reporting, and Reimbursable Oversight Divisions. The Deputy Director leads a team that has responsibility for FAA-wide financial and travel policy including oversight of the travel card program for 30,000+ cardholders and agency financial and acquisition systems and their attendant business processes. The Deputy Director oversees FAA's accounting operations performed at the Agency's Enterprise Services Center. The Deputy Director executes the role of the position via a geographically dispersed organization of approximately 130 positions and administers a budget of approximately $84M.

Principal Responsibilities:
  • Operationalizes financial and travel policy to ensure effective/efficient agency operations and statutory/regulatory compliance. Ensures all financial management functions and programs are compatible with existing laws, regulations, policies, directives and orders. Evaluates new or change regulations and determine currency of policies.
  • Guides and monitors implementation, improvement and operation of core agency financial management and acquisition systems. Develops efficient streamlined business processes that support successful operation of these systems and provides subject matter expertise in the long term planning and integration of all financial and mixed financial (acquisition, property, inventory, HR/payroll) systems.
  • Serves as a subject matter expert on the tracking, recording, and reporting of agency financial information. Advises on financial management aspects of managing agency programs to ensure financial data integrity and compliance with established business processes in support of line items on agency financial statements. Responsible for overall performance of the annual agreement for accounting services with the Enterprise Services Center.
  • Engages on financial and audit matters with the Department of Transportation (DOT), DOT, Office of Inspector Genera, Office of Management and Budget and the General Accounting Office. Serves on executive-level decision-making groups to resolve financial management mission-critical issues and to provide expert managerial and technical advice and guidance on financial matters.
  • Directs capitalization program and processes on agency asset portfolio valued at over $15 billion. Responsible for ensuring timely capitalization of assets for fair and reasonable presentation on agency financial statements. Leads efforts for continuous process improvement on the overall management of agency capital projects that produce assets in coordination with key FAA organizations.
  • Ensures division functions support robust financial management, improved financial data integrity, strong fiscal discipline and expertise, reliable agency business processes, and effective control techniques that measure compliance with policy/procedure. Leverages work across the divisions with work across the agency to ensure business processes are not only complementary but supportive of improved financial management.

  • LEADERSHIP REQUIREMENT : Do you have experience leading strategic change? Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques.
  • TECHNICAL REQUIREMENT : Experience managing a financial management organization to develop financial management strategies, policies, systems, procedures, internal controls, and audited financial statements to include initiating and implementing a wide variety of innovative financial management improvement efforts.
  • TECHNICAL REQUIREMENT : Experience managing the capital asset-related accounting policies, accounting capitalization function, and financial reporting in audited financial statements, for a large capital asset portfolio.
