Summary

As a Director, you will serve as the GSA official responsible for coordinating evidence and evaluation activities government-wide and for GSA, and serves as a senior advisor to the Associate Administrator for Government-wide Policy, providing advice and expertise on all GSA evaluations.

Location of position: GSA, Office of Government-wide Policy, Office of Evaluation Sciences, Washington, DC

Responsibilities

  • Assures that office goals, objectives, policies, programs, activities, and initiatives are executed in coordination with senior agency officials and support successful delivery of the government's evidence requirements, including the development of an agency Learning Agenda, in compliance with the various laws, executive orders, and government-wide regulations.
  • Responsible for executive level oversight and direction of the office through a staff of employees comprised primarily of technical experts; oversees collaborations with federal agencies to execute various evidence building activities, and academic, research, non-profit organizations that partner and provide services related to evidence and evaluation.
  • Provide leadership and direction in the planning, development, implementation, and administration of various critical programs, strategies, policies, and initiatives for the Office; evaluates program needs, conducts workload assessments and develops appropriate resource strategies to ensure successful program execution.
  • Responsible for providing technical and methodological leadership to assess, improve, and advise on evaluation activities across the agency; overseeing the agency's evaluation activities, learning agenda, and capacity assessment, as well as collaborating with, shaping, and contributing to other evidence-building functions within the agency.
  • Oversee numerous interagency collaborations and related legal agreements, including interagency agreements, intergovernmental personnel act agreements, gratuitous services agreements, data sharing agreements, memorandum of understanding and co-sponsorship agreements; ensures that data are gathered, processed, and curated so as to produce statistical products with the highest standards of data quality while protecting confidentiality, privacy, and security.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-15 salary range starts at $ 144,128 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

Basic Requirement: Degree in behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to the Basic Requirement above, applicants must have one year of specialized experience equivalent to the GS-14 in the federal service. Specialized experience is experience providing executive level oversight and direction as an expert on Government-wide policy or corporate/company-wide on evidence and evaluation activities, developing and overseeing implementation of complex evaluations; interpreting and assessing guidelines, assessing program effectiveness, and analyzing and resolving unusual issues or problems; experience leading or managing a team of technical experts to support the mission of an Evaluation or Policy Office; providing senior-level guidance and direction regarding evidence-building activities and evaluations related to the Evidence Act of 2018.

How You Will Be Evaluated

  • Ability to creatively apply research knowledge within the organization setting.
  • Ability to oversee a large portfolio of rigorous evaluations to include but not limited to managing operations, assessing evaluation and statistical techniques and outputs, and ensuring quality and clarity of all results and products, and overseeing dissemination and promoting utilization of findings.
  • Skill in applying, the theories, advanced concepts, and principles of the behavioral or social sciences to agency programs and policies.
  • Skill in thinking creatively about how insights from the social and behavioral sciences can be translated into concrete interventions that are practically feasible within specific federal programs, policies, or organizations.
  • Skill in written and oral communications to present sensitive recommendations to higher authority, to articulate positions/policy of vast technical complexity, and to represent the Agency on interagency committees and/or task forces as a recognized authority.
    • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified.

    Required Documents
