Responsibilities

The Executive Office for United States Attorneys (EOUSA) is seeking a Chief Human Resources Officer (CHRO). This is a Senior Executive Service (SES) position and serves as the principal advisor on human resources (HR) and security and emergency management policy and programs for the U.S. Attorney community.

The incumbent oversees the development, management, and evaluation of HR and security and emergency management programs, as well as the Employee Assistance Program (EAP), for EOUSA and the 94 separate United States Attorneys Offices (USAOs). EOUSA HR and Security and Emergency Management Staff (SEMS) programs include a variety of consultative, coordinative, management, and evaluation services for approximately 12,000 employees in offices throughout the United States, Puerto Rico, Guam, and the U.S. Virgin Islands.

The CHRO oversees the development of policy and programs in the following functional areas: Hiring Reform and Staffing, Compensation and Benefits, Performance Management, Workforce Engagement, Security and Emergency Management, Occupational Safety and Health, and Human Capital Accountability.

In addition, the CHRO oversees non-traditional programs to include the Employee Assistance Program (EAP) and the District Management and Assistance Program (DMAP). The DMAP provides short term assistance in legal and administrative support to district offices. As a senior management official within EOUSA, the CHRO serves as the primary EOUSA authority on complex issues associated with EOUSA and USAO personnel and security programs. The CHRO consults with EOUSA executives, U.S. Attorneys, and high-level Department staff on anticipated requirements and recommends workforce strategies to meet future needs.

Qualifications

This position is in the Senior Executive Service (SES). As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed below. The narratives should be clear and concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and the results of your actions.

Applicants must submit written narratives to each of the three MTQs and five ECQs, and should limit narrative statements to two pages per ECQ and one page per MTQ. Mandatory Technical Qualification(s)
MTQ-1. Demonstrated experience (1) directing geographically extensive and functionally diverse human resources and/or security and emergency management program operations and (2) directing development of HR policy/program initiatives that positively contributed to clients' ability to successfully accomplish their missions.

MTQ-2. Thorough knowledge of contemporary human resource management policies and workforce initiatives, including federal personnel laws and regulations and appropriate human resource program metrics.

MTQ-3. Experience which demonstrates partnership with other senior leaders to solve critical organizational problems and make decisions involving complex or sensitive policies, allocation of resources, and other management concerns that impact nationwide or agency-wide operations.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

An SES Executive Resources Board (ERB) will rate and rank applications to determine the best qualified candidates. The ERB will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
