Responsibilities

As an HR Specialist GS-201-9/11, you will be responsible for performing duties which include, but are not limited to, the following:
  • Advise supervisors and managers of the Division about issues of employee misconduct or unacceptable performance.
  • Recommend and prepare drafts of corrective actions, such as disciplinary actions, adverse actions, or performance improvement plans, in consideration of the nature of the offense and the totality of the circumstances.
  • Assist Division attorneys or agency representatives in proceedings before third parties, such as the Merit Systems Protection Board (MSPB), by researching facts and legal precedents applicable to specific cases.
  • Counsel employees on human resources management policies, conduct and performance regulations, employee rights, services, conditions of employment, and grievance procedures.
  • Advise managers on responding to grievances and on the use of alternate dispute resolution procedures for resolving employee complaints.
  • Conduct fact-finding to provide necessary context and resolve disputes.
  • Serve as a point of contact for the labor relations program, interpret provisions of the negotiated agreement, and attempt to reconcile conflicting viewpoints.
  • Establish and maintain an effective relationship with the union.
  • Assist attorneys or agency representatives in dealing with third parties, such as the FLRA or the Federal Mediation and Conciliation Service (FMCS).

Qualifications

To qualify for the position of Human Resources Specialist (ER/LR) GS-0201-9/11, you must possess the required specialized experience specific to this series and grade. If you are a current government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

To qualify for the HR Specialist (ER/LR), GS-0201-9, you must meet ONE of the following :

A. One year of specialized experience equivalent to the GS-7 level in the Federal service or equivalent experience in the private sector applying employee relations, labor relations, or performance management policies, principles, and practices in daily assignments; analyzing relevant data; and preparing and presenting findings.

Examples of specialized experience include: advising employees and supervisors on common issues such as hours of work, rating procedures, or grievance procedures; using negotiating techniques to resolve employee complaints; advising on employee rights to representation at meetings with management and other related issues.

B. Possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related . Such education demonstrated the knowledge, skills, and abilities necessary to do the work of a HR Specialist.

C. Possess a combination of specialized experience described in letter A above and graduate education described in letter B above. (Only graduate education in excess of the first full year may be used in this calculation.)

To qualify for the HR Specialist (ER/LR), GS-0201-11, you must meet ONE of the following :

A. One year of specialized experience equivalent to the GS-9 level in the Federal service or equivalent experience in the private sector providing general guidance on human resources regulations, policies, principles, and practices related to employee relations, labor relations, and performance management.

Examples of specialized experience include: responding to management inquiries regarding employee misconduct; drafting proposal letters on adverse actions; interpreting collective-bargaining contract provisions for applicability to specific situations; reviewing performance standards for merit and fairness.

B. Possess three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree; or
LL.M., if related. Such education demonstrates the knowledge, skills, and abilities necessary to do the work of a HR Specialist. This education was obtained in or verified by a U.S. accredited college or university.

C. Possess a combination of specialized experience and relevant graduate education that, when combined, is equivalent to 100% of the minimum qualification requirement. (Only graduate education in excess of the second year may be used in this calculation).
