Summary

This position is located in the Medical Service at the Salem VA Medical Center. The Adjunct Administrative Officer is responsible for daily duties including knowledge of computer systems, collecting data, generating reports and presenting tables, graphs, etc. Provides technical and administrative support to the Chief of Medicine, to whom this position is assigned. Coordinates activities, performs analytical trending and evaluative work associated with Medical Service sections.

Responsibilities

Performs assigned duties in a manner that promotes quality health care, outstanding customer service, and the maintenance of an environment committed to serving the veteran.

Performs problem solving across multiple areas (e.g. retrieving records, reports, data, regulations), contacting appropriate service, facility or vendor involved as necessary.

Assesses program or service inquiries to arrive at timely and acceptable solutions and recommendations.

Assists the Chief of Medicine in analyzing manpower needs, methods, and procedures for utilizing staff with maximum efficiency.

Performs administrative work to assist the Chief of Medicine in working through the disciplinary process and grievance procedures including the written documentation involved.

Drafts letters, memos, directives, or proposals on administrative matters upon the request of the Chief of Medicine, the Administrative Officer, and independently, when indicated.

Plans programs, assists in establishing goals and developing solutions for anticipated and emerging administrative problems related to the total care of the veteran.

Assists in the development and presentation of an effective interdisciplinary system for monitoring and evaluating the quality and the appropriateness of patient care.

Coordinates, acquires data for, monitors and evaluates program quality management and performance improvement activities, and also prepares or
coordinates survey inquiries, workload reports, internal and external peer review activities, management briefings and other reports. Specific problem areas will be identified, information gathered and analyzed, and reports generated in a format compatible with the management decision-making process, including developing alternative proposals for problem resolution.

Prepares reports for review as requested by medical center and VISN administration. Reports may include fiscal accountability, staffing reports, and reports to accrediting bodies, and may include data collection, summary, review and analysis.

Serves as a staff member directly supporting the Medical Service management team responsible for planning, organization, development, direction, and evaluation of the service's operations.

Develops, formulates, and provides all essential data for the annual budget forecasting based on studies of past expenditures, knowledge of clinical service requirements, program plans and workload forecasts, presenting findings to the Quad following review by the Administrative Officer and/or
Chief, Medical Service.

Maintains budget control records and assures that funds are used in accordance with the operating budget. Assists with the review of equipment inventories for Medical Service and preparing initiatives for new equipment. Exercises fund control authority and establishes internal methods of control to insure that funds are used according to the operating plan.

Helps to develop Medical Center Memoranda as required by VHA Directives and Handbooks and performs staff support work in short and long-range planning efforts.

Performs other related duties as assigned.

MOST CURRENT SF-50 (FEBRUARY 2020 - FEBRUARY 2021) MUST BE SUBMITTED WITH YOUR APPLICATION PACKAGE. FAILURE TO DO SO WILL DISQUALIFY YOU FROM FURTHER CONSIDERATION.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with timekeeping, administers budgets for multiple fund control points, budget forecasting based on past expenditures, drafts letters, memos, directives, or proposals, fiscal accountability, staffing reports, data collection, summary, review and analysis, data processing, broad-based knowledge of the overall medical center organization, goals, human resources, equipment, and space.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education beyond the first 18 semester hours or 27 quarter hours i.e., beyond the first year is creditable toward meeting the specialized experience requirement. Example: The position to be filled is a Administrative Officer, GS-341-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) NOTE: If using education combined with specialized experience to qualify. TRANSCRIPT(S) MUST BE SUBMITTED IF EDUCATION IS BEING USED TO QUALIFY. Physical Requirements: The work is primarily sedentary but involves walking, standing, minor lifting of office equipment and supplies, and may require stair climbing.
