Summary

This position is located within the Agricultural Research Service, Field Organization, Northeast Area, Beltsville Agricultural Research Center, Renovation and Repair Unit, Beltsville MD.

The incumbent engages in multidisciplinary facilities engineering design, project management, and facility inspection.They will accomplish planning, layout, investigations, design, and cost estimates required for individual construction projects in support of research objectives and facilities construction.

Responsibilities

  • Provides technical engineering support for Center facilities Repair and Renovation Manager, Repair and Renovation unit unit, as well as the various groups around the BARC campus.
  • Provides technical engineering input to the supervisor, contractor, A-E firm during planning/design stages.
  • Provides input for various building related systems such as HVAC and its controls system, plumbing systems, lighting system, building envelope, electrical power, roofing system; including commissioning and re-commissioning, energy management.
  • Designs and drafts plan of work, develop scope of work and cost estimates for assigned construction, repair and renovation work seeking technical as needed to create best possible solution to various common and uncommon problems encountered.
  • Writes specifications for material and equipment used and construction, repair, renovation work to be completed.
  • Consults with Unit foremen, in-house craftsmen, lab staff, animal care staff, and other applicable employees to determine best method of accomplishing project needs as appropriate.
  • Makes field measurements, researches information, and develops cost estimates for construction drawings.
  • Reading and interpreting building construction drawings, specifications, and engineering and architectural reports.
  • Conducts pre-bid conferences and site visits, including answering technical questions, and writing and arranging distribution of meeting minutes.
  • Researches unforeseen technical problems during construction and resolves conflicts with contractor.
  • Maintains contact and reports as necessary with Contracting Officer (CO) regarding performance of contractors that may affect the contract performance, cost or time.
  • Serves as the Contracting Officer?s Representative (COR) and Location Coordinator (LC) for assigned projects.
  • Serves as the facility?s liaison to oversee and manage the mitigation of animal facility deficiencies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-09 grade level).

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

GS-11:
Qualifying experience for GS- 11 includes one year of specialized experience comparable to GS- 10 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing technical engineering support in the construction, repair & renovation and maintenance of scientific research facilities; interpreting and reviewing facility designs and drawings; and developing statement of work, performing management of construction projects and cost estimates for a scientific research facility.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
