Summary

This position is located in the Division of Human Resources (DHR), Office of the General Manager (OGM), Defense Nuclear Facilities Safety Board (DNFSB). The incumbent serves as the Senior Human Resources Specialist and subject-matter expert in Board Human Resources (HR) program evaluation and policy development, HR operations, HR systems' reporting data, and as a full assistant to the Director of Human Resources.

Responsibilities

As a Senior Human Resources Specialist GS-0201-13/14, your typical work assignments may include the following:
  • Assists the Director in planning and directing HR management programs including those dealing with workforce planning, workload analysis, recruitment, staffing, performance management, Federal employee benefits, and related contractor support.
  • Interprets rules and regulations to provide advice and counsel to executives, managers and employees on all aspects of benefits such as CSRS, CSRS offset Retirement, FERS, FEHB program, FEGLI, TSP, LTC, Flexible Spending Account (FSA), and the Federal Employee Dental/Vision Program (FEDVIP).
  • Conducts workload analysis and evaluates human capital programs impact on organizational performance; analyzes and incorporates large amounts of complex data into relevant insight.
  • Designs and develops useful metrics, predictive models, dashboards, analyses and data reporting to support a variety of Human Resources (HR) program initiatives and to measure the effectiveness of outcomes.
  • Revises policy statements and procedural guidance with related responsibility for advising employees and supervisors of agency policies, procedural requirements, specific provisions of applicable guidelines and available services.

Qualifications

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. You must meet the following requirements within 30 days of the closing date of the announcement.

Specialized Experience:

GS-13 Specialized Experience: One year of specialized experience equivalent to the GS-12 or higher-grade level in the Federal service or equivalent experience in the private sector, which demonstrates the knowledge, skills and abilities necessary to perform the duties of the position. Examples of specialized experience includes:
  • Experience with interpreting concepts, principles, practices, laws, and regulations of human resources management (HRM);
  • Experience consulting with management officials on various human resources staffing and recruitment strategies;
  • Experience implementing human resources polices involving employee benefits, retirement, and position management;
  • Experience with applying pay band requirements for Excepted Service positions; and
  • Experience maintaining human resources systems implementing (process) improvements, and ensuring data quality.

GS-14 Specialized Experience: One year of specialized experience equivalent to the GS-13 or higher-grade level in the Federal service or equivalent experience in the private sector, which demonstrates the knowledge, skills and abilities necessary to perform the duties of the position. Examples of specialized experience includes:
  • Experience with interpreting concepts, principles, practices, laws, and regulations of human resources management (HRM);
  • Experience consulting with management officials on various human resources staffing and recruitment strategies;
  • Experience implementing human resources polices involving employee benefits, retirement, and position management;
  • Experience maintaining human resources systems implementing (process) improvements, and ensuring data quality; and
  • Experience reviewing and analyzing performance data to identify problem areas, and preparing workforce analysis reports.

Time-in-Grade Requirements: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. DO NOT submit Award SF-50's; Award SF-50's will not be accepted).
