Summary

This position is located in the Bureau of Overseas Buildings Operations, Program Development, Coordination, and Support Directorate, Office of Design and Engineering, Architectural Design Division (OBO/PDCS/DE/AD). The office serves as OBO's code officials and provides design, research, and technical assistance Bureau-wide for all DoS facilities overseas. The Division plans and coordinates the architectural design of buildings, facilities and sites for DoS posts abroad.

Responsibilities

  • Develops landscape architectural solutions for typical landscape design problems occasioned by terrain, climate, and aesthetic principles including security barriers and aesthetic treatment.
  • Advises, assists, and monitors the landscape architecture design Architect - Engineer (A/E) firms who have been commissioned to design capital projects.
  • Serves as a Contracting Officer for contracted landscape architectural design at overseas posts, and assists in pre- and post-award activities associated with the landscape architecture A/E contracts.
  • Visits posts to research and evaluate native and local plant species and landscape materials suitable to the climate and terrain the complement the architectural style of the posts buildings and sites.

ALL applicants MUST meet the required basic entry qualification requirements described below:

BASIC REQUIREMENT:

A. Have an undergraduate or higher level degree from an accredited college or university in landscape architecture or landscape design.

OR

B. Combination of education and experience--for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

Applicants who apply on the basis of experience in lieu of education are required to show how their background is equivalent to a degree. In order to qualify at the entrance level, non-degree applicants typically must have experience or study that INCLUDED site planning; layout of circulation patterns; grading and drainage plans; planting plans; collaboration with architects and/or engineers; AND the supervision or review of landscape construction.

Evaluation of Experience: The following kinds of experience are NOT acceptable as professional landscape architectural experience: routine drafting or developing of plans where original investigations or designs are not involved; laying out or executing illustrations in black-and-white or in color; nursery work involving the propagation of trees, shrubs, vines, etc.; experimental, horticultural, or landscape gardening; breeding, testing, propagation, culture, and production of plants, flowers, trees, crops, etc.; forestry work involving the management of forest resources for the continuous production of timber, water, forage, and other forest values; architectural and engineering work limited to the design of structures; work in city and community planning that relates primarily to the broad social and economic growth of cities and communities and the organization of community services and facilities.

IN ADDITION to meeting the basic entry qualification requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.

Qualifying specialized experience must demonstrate the following:
  • Experience developing resilient and representational landscape architectural solutions, developing master plans for multiple buildings on a campus / compound and executing low-impact ecological solutions in diverse climatic conditions.
  • Experience reviewing landscape design and site planning solutions, construction permit submissions, irrigation systems, and stormwater management design.
  • Experience researching native plant palettes and ensuring species diversity.

There is no substitute of education for specialized experience for the GS-14 grade level.
