Responsibilities

This Supervisory Transportation Security Specialist (Division Director) position is located in the Office of Inspection, Analysis, Project Design and Logistics Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Provides leadership over the planning and coordination; and directs complicated reviews/evaluations/covert testing associated with the assigned program(s).
  • Measures and evaluates the efficiency and effectiveness of all TSA's operations and adherence to policies and provides recommendations regarding possible changes in policies or directives as a result of reviews.
  • Provides tactical and strategic planning including development of deployment plans, investment analyses, capital budgets, and acquisition plans.
  • Uses a wide variety of quantitative and qualitative techniques to examine the data/ results produced by the workforce. Manages presentations for TSA leadership, provides high level recommendations for major policy changes/analyses which impact operations.
  • Provides oversight and direction for the inspection of operational programs, procedures, and policies for other organizations which include, but are not limited to, Federal Air Marshal Service, Federal Security Directors, and TSA Headquarters Offices.

Qualifications

To qualify for the SV-K Pay Band(equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Experience overseeing inspection operations processes or procedures i.e. (Data Analysis, Covert Testing, Audits) in order to identify deficiencies and systemic issues.; AND
  • Experience developing and implementing transportation security policies and regulations to assess program effectiveness, identify potential risks and provide recommendations for improvement.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD REQUIREMENT: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

  • Advanced knowledge of inspection processes and procedures sufficient to oversee independent reviews, inspections and covert testing of systems used for intelligence gathering to ensure policies and procedures affecting operations are strictly followed.
  • Advanced knowledge of management and administrative concepts, principles, methods, and techniques sufficient to oversee one or more sections in providing independent assessments, inspections and testing results to promote the efficiency and effectiveness of an assigned agency program(s).
  • Practical ability to perform a variety of supervisory duties and responsibilities sufficient to carry out duties which include planning, communicating the organization's vision and objectives, setting priorities, managing budget and assigned resources, assigning tasks and responsibilities, coaching and developing staff and organizational capabilities, approving leave, and taking or approving corrective/disciplinary actions as appropriate.
  • Practical knowledge and skill in analytical techniques and methodologies sufficient to conduct research into highly complex projects and policy areas and exercise primary responsibility for developing goals, analytical framework, and appropriate methodologies used for testing.
