This role serves in aligning company business objectives with employee culture and branding. The position requires a highly ethical, charismatic, and inspirational leader wanting to go to the next level in their career by assisting us through our accelerated growth during the next few years.Essential Duties & ResponsibilitiesRecruiting & OnboardingManage the recruiting and onboarding processes by working with Talent Acquisition and Onboarding Specials to ensure customer satisfaction is achieved.Establish relationships with program leaders to understand potential hiring needs.Have a clear understanding of the onboarding process per state and federal guidelines as it pertains to MSDE, drug testing, and other policies as it pertains to each individual program.Aide in the recruiting/onboarding process as needed.Track job openings & applications via Paycom report writing and overseeing the new hire contingency tracker.Compliance & HRIS AdministrationManage and assist the HR Compliance Specialist in HRIS administration (Paycom) with advanced report writing account resets for current TCG staff.Oversee compliance tracking for all programs and departments to ensure adherence, accuracy and timeliness.Provide support for internal/external audits.Maintain awareness of existing as well as revisions and updates to federal, state, and local legislation, regulations set by CARF, COMAR, NCASES, DHMH/DHR, IDEA, and certification requirements for operating nonpublic schools, outpatient mental health clinic, residential care facility and Treatment Foster Care.Maintain accurate electronic employee records in HR systems. This will include (but is not limited to) data entry and maintenance of new hire records, employee record changes, terminations, and organization structure changes.Employee RelationsServe as a trusted advisor to the Management team on all aspects of human resource policies. Develop and implement a visionary and robust HR strategy to advance TCG's customer service focused culture while fostering an empowered workforce.Assists management team with development, implementation and tracking of functional specific policies.Manages the human resource information systems and provides necessary reports for critical analyses of the HR function and the people resources of the organization.Provides advice and knowledge to management on matters relating to the human resource discipline.Provides guidance and understanding of employment laws and experience enforcing key labor laws, including FMLA, ADEA, EEO, ADA, etc.Leave Administration & BenefitsBe the primary spokesperson for TCG on all benefit, HRIS & leave -related issues. Ensure an effective approach to employee relations including data-driven metrics, employee engagement, conflict resolution, recognition programs, and employee feedback programs.Conduct new employee onboarding on company structure, capabilities, benefit offerings, and support departmental onboarding and training programs.Participates in the development of the organization's plans and programs as a strategic partner, but particularly from the perspective of the impact on people.Develops progressive and proactive compensation and benefits programs to provide motivation, incentives, and rewards for effective performance.Develops appropriate policies and programs for effective management of the people resources of the organization. Included in this area would be programs for benefits, HRIS, & leave among others.Supervisory DutiesThis position supervises all Talent Acquisition Specialists, Onboarding Specialists, Compliance Specialist, HR Generalist, and intern(s). Work EnvironmentThis job operates in a professional office environment. This role routinely uses standard office equipment such as computers, scanners, printers, phones, and copiers. Ability to work calmly under pressure is essential for this position.Physical DemandsWhile performing the duties of this job, the employee is regularly required to talk, see, speak, and hear in person, via phone and other web related technology. The employee frequently is required to sit for long periods of time. They may often stand, bend, walk; use hands to write, type, handle or feel; and reach with hands and arms. This position requires occasional lifting, pulling, and pushing equipment of up to 40 lbs.QualificationsJob RequirementsBachelor's degree in Human Resource Management or related field, professional certification (HRCI or SHRM) or willingness to obtain within one year of employment required.Minimum 5 years relevant Human Resources experienceWorking knowledge of multiple HR disciplines including all federal & state respective employment lawsExperience with multiple locations and multiple statesStrong reporting, computer, and analytical skills - HRIS (Paycom required)Advanced knowledge of benefits administration - Open enrollment, Qualifying life events, COBRA etc.Advanced knowledge of Leave administration - Workers Compensation, Long & Short-term disability, FMLA Experience working with finance/payroll department in resolving timesheet/leave /benefit deduction issuesStrong relationship building skillsExperience with a wide range of HR vendors, such as payroll providers, insurance providers, brokers, etc.Excellent communication and presentation skillsHigh energy, positive attitude, superior ethics
