Sr Business Analyst (Sr Project Manager) - Digital Innovations/Technology Lab- RBOPS (Finance)The Senior Business Analyst is responsible for providing analytical support to division leadership, including design and implementation of business processes and programs. The senior analyst manages the collection, maintenance, and dissemination of business data and information pertaining to a broad range of division programs and activities, and makes recommendations to increase efficiency and streamline processes through sustainable process improvement. Provides analytical services and expertise in the development of effective strategies, efficient financial management, and collaborative resource allocation. Provides high-quality information and services that enable our leaders to make informed decisions and proactively manage their business.The Role 1. Leads day-to-day project management for the Technology Lab's experiment and proof-of-concept work for digital currencies and other payment innovations. 2. Aligns product development with a diverse stakeholder group, outlines a detailed product roadmap to support research efforts, and develops an integrated project plan to execute the roadmap. 3. Coordinates internal technology research, experiments, and proof-of-concepts with a virtual engineering team from across the Board and Federal Reserve System. 4. Identifies, researches, and analyzes project risks; identifies risk mitigations; and documents project consequences for application and hardware development. 5. Ensures projects meet identified milestones and quality standards and that all project documentation is up-to-date. 6. Assists in preparation of correspondence, presentations, and related briefing materials for senior management regarding the status of ongoing projects. 7. Builds strong partnerships with other parts of the Board and the Federal Reserve System to advance the Technology Lab's research and experimentation work. 8. Works closely with a multidisciplinary team of IT professionals, policy experts, economists, and others to advance thought leadership on payments technology and the future of payments. 9. Maintains professional and technical knowledge by leveraging online technical resources, attending conferences, establishing personal and professional relationships, attending formal training classes, and pursuing certifications where appropriate. 10. Represents the Federal Reserve on domestic and international working groups as appropriate. 11. Performs other related duties as requested. Position Requirements: Bachelor's degree in information technology, economics, finance, accounting, business administration, public policy, or related fields and a minimum of 5 years of experience in information management, business process improvement, financial management, data analytics and visualization, and project management, or an equivalent combination of training and experience. Excellent consulting, oral and written communication, information technology, and statistical and financial analysis skills. Demonstrated ability to manage large, complex projects and integrated project teams. Project management (PMP) or six sigma certification strongly preferred. Strong mastery of project management skills and teambuilding skills with the ability to engage cross-functional and virtual teams. Demonstrated use of current project management concepts, practices and procedures, including definition and adherence to scope, change management, scheduling, issue resolution and risk management. Discretion and sensibility are required to maintain confidentiality in regards to assigned projects. Knowledge of payments and payments technology, including distributed ledger technologies, is highly desirable. Knowledge of various DevOps practices, tools, and technologies in support of the software development life cycle is highly desirable. Remarks: The Federal Reserve Board's Technology Lab researches and analyzes new technologies broadly relevant to digital currencies and other payment, clearing, and settlement activities. The team conducts hands-on research to further the Division of Reserve Bank Operations and Payment Systems' understanding of specific technologies, broaden technical expertise across the Board and Federal Reserve System, and support development of policy views and oversight frameworks for new payments technologies. The team contributes to the System's broader fintech and digital innovations experimentation work, such as coordinating closely with Federal Reserve bank innovation groups. The senior business analyst (senior project manager) leads experiments and builds proofs of concept with new technologies that can help transform the US and global payments landscape. The candidate advances the Federal Reserve's research on digital currencies and other related payments innovation (including, for example, digital identities, non-fungible tokens, artificial intelligence, and payments-related hardware), as well as support other Federal Reserve innovation efforts. The senior business analyst (senior project manager) leads technology builds and adheres to agile project management methodologies to execute the Technology Lab's product roadmaps. This involves drafting detailed business requirements, translating requirements into project plans, providing day-to-day oversight of software engineers, managing quality assurance for products, and ensuring all project documentation is kept up to date and communicated to relevant stakeholders. The senior business analyst (senior project manager) coordinates project needs with other Board divisions, Federal Reserve banks, and Federal Reserve System-wide functions.
