BASIC FUNCTION : Under the direction of the Chief Financial Officer (CFO), assists the CFO in the management, administration, and implementation of the Office of Financial and Administrative Services (OFAS) business operations and functions. The Controller manages day-to-day operations of the accounting functions and the employees responsible for them. Among other duties, the Controller is responsible for the annual financial statement audit and for ensuring the timely and accurate reporting of accounting results each month. The position is located in Washington, DC, but will be performed remotely until the pandemic subsides. PRINCIPAL DUTIES AND RESPONSIBILITIES : Manages day-to-day financial operations involving both appropriated and non-appropriated funds, and the systems under which funds are received, committed, obligated, transferred, controlled, disbursed, reconciled, and reported. Maintain accounts payable, payroll, treasury grant accounting, and general ledger, including developing and training staff. Manages the close cycle to ensure that all journal entries and reconciliations of balance sheet and income statement accounts are completed accurately, efficiently, and within the monthly and annual close deadlines. Prepares monthly, quarterly, and annual financial statements. Manages the payroll cycle to ensure employees are paid on a timely and accurate basis and all proper tax filings are filed. Leads the preparation of the annual 990 form and all other financial and tax filings. Ensures compliance with applicable legal and tax requirements. Reviews and updates the policies, procedures, and internal controls that ensure the integrity of financial systems, financial transactions, and financial reports. Evaluates the finance function and office plan for continual improvement of the efficiency and effectiveness of operations. Continually analyzes processes and procedures to identify ways to improve efficiency. Works with team members and other departments to implement changes and improvements. Monitors cash receipts, disbursements, investment accounts and fund balances to ensure availability of adequate operating funds. Monitors and reports on minimum cash threshold necessary to meet operating needs and appropriate reserves. Creates dashboard and other tools to clearly articulate LSC's cash position and goals to senior management. Proactively identifies appropriate strategies to enhance cash position. Manages the roll-out and implementation of new finance and accounting software, systems, and tools, structuring their use to maximize efficiencies and benefits to LSC. Supervises the administration and improvement of existing software, systems, and tools. Manages treasury function including reporting on liquidity to meet operating needs of the organization and complies with US Treasury reporting requirements. Manages the banking relationship. Coordinates and serves as the lead contact for the annual financial statement audit; prepares and reviews audit schedules, answer auditors' questions, and responds to audit requests in a timely manner. Ensures compliance with all accounting technical pronouncements, including implementation of new accounting standards as they are applicable to LSC. Prepares or reviews an analysis of new transactions (contract/grant/donation) to determine and document proper accounting treatment. Provides strong customer service on an individual basis or through team members, ensuring all internal and external accounting inquiries are responded to in an accurate and timely manner. As necessary, may stand in for CFO in their functions with the Board of Directors. Supports the CFO in the successful implementation of the annual office plan. Establishes, reviews, updates, and ensures full compliance with LSC's fiscal management policies, procedures, and internal controls. Ensures the Financial Services team adheres to GAAP principles, relevant laws and regulations. Trains staff on and ensures adherence to the above. Promotes inclusiveness and diversity within LSC. Manages staff responsible for performing accounting functions. Coordinates personnel matters with the Office of Human Resources, including recruiting and hiring employees, onboarding, professional development and training, designation of work assignments, review of performance plans, and implementation of performance evaluations. Ensures that LSC's personnel policies are consistently applied to their staff. Performs other related duties as assigned.
