Responsibilities

As the Assistant Director, CI, you will:

Through subordinate leaders organize, direct and supervise the personnel and activities of the DCSA CI function. Plan and carry out the full range of supervisory and managerial authorities related to assignment of work such as, coordination with other programs, management advisory services, technical work direction, evaluation of subordinates, approving selections for non-supervisory positions, recommending selections for supervisory positions, resolving serious complaints, approving or proposing disciplinary actions, determining or approving training needs, recommending or approving awards and bonuses, determining means to improve productivity, and other delegated authorities

Exercise delegated managerial authority to set annual and multi-year plans and schedules for the counterintelligence program management process. Determine goals and objectives for the DCSA CI function, where emphasis should be placed, and how to best utilize resources including realignments to address shortfalls or to satisfy priority needs. Supervise the process of developing and refining requirements, formulating alternative strategies, developing baselines and metrics, determining adequacy of technical work and setting standards, conducting regular program reviews and providing advice and guidance to top level management. Ensure inclusion of new, responsive, and flexible strategies to meet the needs of DCSA. Ensure the development and implementation of performance metrics.

Exercise leadership qualities to instill throughout the organization a sense of commitment to, and ownership of, the continued success, effectiveness, and efficiency of DCSA in the discharge of its critically important national security missions. Hold managers, supervisors, and employees accountable for the identification and reporting of ineffective work practices, methods, procedures, and policies and for development and deployment of improved ones.

Represent DCSA on DoD and national level committees and in conferences and meetings where significant decision are made that result in new program and operations initiatives that may cause the expenditure of large sums of money and human resources. Maintain contacts and liaison with appropriate elements of the intelligence community (IC) to establish cooperative networks, share information, and remain aware of the latest operations and technological developments.

Provide expert, authoritative advice, consultation and information to all levels of management within DCSA, to users and customers, vendors, and to personnel at higher levels in DoD, the IC, and in other organizations with a counterintelligence mission.

Develop and/or supervise the development of foreign threat analysis methods, processes, and systems. Establish data collection requirements, sources and parameters. Identify or initiate analytical techniques and sets goals and objectives for analytical projects and programs.

Directs (1) the analysis and evaluation of information and data produces through personnel security investigations and industrial security evaluations and incident reporting to identify potential intelligence threats and associated counterintelligence interests; and (2) the preparation of reports, studies, analysis, and determines the appropriate distribution of findings and recommendations, e.g., within DCSA, within OSD, or to outside agencies such as the MILDEPS, CIA, FBI, etc.

Direct and oversee, in coordination with the National Security Learning Center, the development and delivery of education and training programs to enhance the awareness of DCSA and industrial personnel to counterintelligence requirements. Provide specific training programs to integrate CI functions into all DCSA mission operations. Evaluate training and education effectiveness and revises or reorients presentations as needed.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), four Technical Qualifications and other qualifications, listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs are mandatory for all applicants. Applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as 'ineligible.' Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Applicants who currently hold or previously held permanent SES or equivalent positions (e.g., DISES, SIS, SNIS) are encouraged to submit updated ECQs, but may submit ECQs previously used in the executive hiring process.

ECQ 4- BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5- BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to not to exceed a total of two pages per technical qualification.

1. Demonstrated expert knowledge of counterintelligence regulations, procedures, policies, and processes, and expertise in the development of collaborative solutions across DCSA, the DoD, the IC, other Federal agencies and Industry.
2. Expert knowledge of law enforcement and intelligence organizational authorities, structures, functions, goals, and missions.
3. Demonstrated expert knowledge of CI collection platforms and exploitation capabilities; as well as national and tactical intelligence cycles, capabilities, and methodologies.
4. Proven enterprise-level leadership experience providing authoritative guidance to improve counterintelligence operations, investigations, activities and initiatives in support of IC and DoD objectives.

DCSA, as a newly designated Defense Agency, is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

The incumbent selected for this position will be required to serve a two-year DCIPS trial period unless required trial period has been served.

Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for almost any rotational assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-11 or DCIPS Pay Band 3 level, and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
