• Serves as a Purchase Card Program Coordinator for the GAO Purchase Card Program.

• Provide management with reports and analyses of the ongoing operation and outcome of the Purchase Card Program.

• Serves as an agency audit liaison forensic auditor for GAO-wide Purchase Card Program. Prepares audit plans for the review of purchase card transactions and procurement files for compliance with established procedures and regulations. Prepares and reviews work papers that document the performance of assigned audit steps in evaluation and analysis of the GAO Purchase Card Program and procurement operations. Reviews, analyzes and extracts pertinent data from files for the purpose of developing findings, conclusions, and recommendations.

• Prepares authoritative guidance regarding the purchase program, develops policies, orders, GSA SmartPay process, and provides training.

• Downloads invoices, reviews activities reports for program compliance, issues new cards, trains new cardholders, and cancels accounts as needed.

• Performs internal audits and contractual assessment pertaining to documentation of Acquisition Management processes. Independently conducts various internal audits and reviews that include conducting performance and operational audits to determine if contracts processes are in compliance with GAO Standard Operating Procedures/Procurement Guidelines Order and Federal Regulations. Identifies problem areas and makes recommendations for appropriate action to correct deficiencies. Serves as liaison for financial-related audits, and develops and maintains procedural policy for AM. Performs accounting and audit duties that involve reviewing, analyzing, drawing conclusions, and determining the effectiveness, accuracy, priority and conformance and practices to OMB Circular A-123-Management's Responsibility for Internal Control, the Sarbanes-Oxley Act, and other relevant laws and regulations.

• Demonstrates knowledge of contract laws, regulations and procedures applicable to the pre-award and post-award acquisition and contract administration of supplies and services.

• Serves on special task forces/projects.

• Maintains the Standard Operating Procedures, Procurement Cycle Memo, Procurement Order and Purchase Card Program Order.

• Serves as the Focal Point for the CPARS system and other various systems.

• Must be FAC-C Level II certified.

This position requires at least 1 year (52 weeks) of specialized experience at the next lower level/band, equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as applying contracting principles, laws, regulations and procedures sufficient to: 1) Managing a purchase card program and developing and/or revising procedural guidance and policies related to the purchase card program and other acquisition management related processes; 2) Conducting compliance reviews on the purchase card program and providing training for purchase card participants; 3) perform internal audits and contractual assessments pertaining to the acquisition management process; and 4) Serving as a liaison between the bank provider and program participants.

Selective Placement Factor: Applicants must hold Federal Acquisition Certification in Contracting (FAC-C), Level II -or- Defense Acquisition Workforce Improvement Act (DAWIA), Level II Certifications. Basic Requirements
A. A 4-year course of study leading to a bachelor's degree with a major in any field;

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at or equivalent to GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to successfully perform the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

A. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
