Responsibilities

This position reports to the Deputy Under Secretary for Intelligence Enterprise Operations (DUSIEO), in the Office of Intelligence and Analysis (I&A), in the Department of Homeland Security (DHS). In this position, the incumbent will serve as the division-level Senior Intelligence Officer, responsible for analytic quality, integrity and tradecraft of all current intelligence products. Performs a variety of duties related primarily to the development and review of current intelligence that impacts homeland security. The incumbent is the organization's subject matter expert on intelligence analysis and reporting matters and assists the Division Director in a wide variety of policy and customer service-related efforts, in addition to all-source analysis, while maintaining a steadfast focus on analytic excellence. The incumbent works with a high degree of independence and is not only an expert in the field, but an enthusiastic and self-starter and motivator of division and office analytical staff. The incumbent exercises analytical guidance over CID's intelligence analysts to ensure the efficient and effective functioning of the division. The incumbent provides direct advice and assistance to the Deputy Under Secretary in applying intelligence tradecraft and policy, while overseeing the daily analytic activities of I&A. The incumbent oversees training and develops intelligence professional career force management efforts of analytic personnel in I&A.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each mandatory technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.

MTQ 1: Demonstrated experience leading organizations responsible for integrating intelligence and law enforcement operations. Direct experience leading the development of an integrated analytic and collection program that identifies and assesses threats to the Homeland and delivers intelligence community capabilities directly to Operators.

MTQ 2: Direct experience working with federal and local law enforcement and US Intelligence Agencies and demonstrated leadership experience overseeing the resources, planning and support operations of large Federal organizations.

MTQ 3: Demonstrated experience in managing review processes for finished intelligence products and serving as the final approver and reviewer of products before dissemination.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated by a Qualifications Review Panel of senior officials. The panel will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The executive panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Executive Panel will rate and rank your resume against each mandatory technical qualifications to determine the best qualified candidates.
