Summary

This position is located in the Department of the Treasury, Office of Privacy and Treasury Records (OPTR), Office of Privacy and Civil Liberties (OPCL). The incumbent is responsible for providing Bureau support for privacy activities. The Government Information Specialist will advise, support, and assist the bureaus in their best efforts to establish information privacy and data protection initiatives, as well as in planning, implementing, and assessing their privacy programs.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Lead in supporting Bureau efforts and initiatives to strengthen information privacy protections.
  • Assist the Bureaus in establishing operational procedures that allow them to efficiently manage, report, and process PII incidents.
  • Create presentation, training, and other privacy awareness materials so that Bureau privacy representatives can keep bureau employees informed.
  • Evaluate complex privacy risks and subsequently make recommendations to Bureaus so that they can adequately address internal control weaknesses.
  • Work with printing and graphics to create posters and handouts.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Reviewing privacy documentation drafted by others to ensure compliance with the Privacy Act of 1974 and/or Section 208 of the e-Government Act. Examples of this could include, but are not limited to reviewing documentation drafted by others to ensure the proper interpretation of applicable laws, regulations, legal decisions, policies, procedures and/or directives pertaining to the drafting and publication of Privacy Impact Assessments (PIA) and Privacy Act System of Records Notices (SORN); AND
- Ensuring that completed privacy documentation reflects identification of all relevant privacy issues. Examples of this include, but are not limited to determining which privacy laws, policies and regulations apply, and providing technically authoritative written responses in the required privacy documentation. AND
- Obtaining approval for and publication of privacy documentation. Examples of this include, but are not limited to working with senior management and/or legal counsel during internal review processes to address comments and/or concerns they raised regarding a PIA and/or SORN you reviewed and/or approved, and ensuring the publication of the privacy documentation as required by law or agency policy.



In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Specialized Experience: For the GS-12, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service which has equipped you with the particular knowledge, skills, and writing abilities to successfully perform the duties of the position. Specialized experience for this position includes:

- Personally drafting privacy documentation to ensure compliance with the Privacy Act of 1974 and/or Section 208 of the e-Government Act and submitting the documents to your supervisor or others for review and clearance. Examples of this could include, but are not limited to personally drafting PCLIAs or SORNs (for example, using an agency approved template); AND
- Facilitate the completion of privacy documentation. Examples of this could include, but are not limited to working with a system or project owner or other staff to gather the facts and legal authorities necessary to draft a SORN or PIA, and answering a system or project owner or other staff members questions regarding the specific content necessary to complete the relevant privacy documentation and from where that information might be obtained; AND
- Conducting research and providing technical advice and guidance related to privacy issues as a team member in a privacy program.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
