This position is located in the Department of Labor (DOL), Officer of Workers' Compensation Programs (OWCP), Division of Administrative Operations (DAO), Branch of Medical Standards and Operations (BMSO), Medical and Pharmaceutical Standards Unit in Washington, D.C.

The mission of the Branch is to provide medical opinions, policy development, and technical advice and assistance concerning medical claims; establish medical standards for all OWCP programs; implement medical policy in the OWCP Medical Bill Processing System; monitor the system's operation and medical payments; and to ensure that such standards are medically, scientifically, and fiscally sound, and consistent with OWCP policy.

This position is outside of the bargaining unit.

If selected for this position, you will serve as a senior advisor to the Chief Medical Officer and provide support to program directors on medical and epidemiological matters. You will provide professional medical advice and support to agency national and district offices on medical programs and medical bill processing issues--resolving critical, long-standing problems. You will assist in the administration, coordination, evaluation, and development of medical programs and assist in overseeing the operation of such programs throughout the agency on a national scale.

You will serve as an expert staff advisor to senior executives regarding Occupational Medicine. You will critically review and analyze medically-related data, prepare accurate scientific and medical reports, develop presentation materials that take highly technical information and make it understandable to a wide range of audiences with varying degrees of understanding, and brief top-level management and staff throughout the agency, DOL, and other federal agencies affected by the findings. You will work closely with medical professionals throughout the agency and make recommendations to senior leadership for policy and/or program changes concerning occupational medicine issues. You will present your findings, conclusions, and recommendations to senior leadership for study and use as the basis for decisions regarding short- and long-range planning for the divisional programs and activities.

You will review, evaluate, and propose essential changes to legislation, regulations, policies, and/or procedures (e.g., medical authorization processes, service utilization parameters, medical billing and reimbursement rules and processes, system changes, contract procedures, training for staff or physicians) for improving the quality of medical services and related professional activities nationwide, which directly and significantly impact agency programs. You will make recommendations to program policy branch chiefs regarding policy and program changes pertaining to the nexus between occupational exposure, the occurrence of occupational illness and injury, and medical treatment.

You will serve as a DOL/OWCP representative in inter-agency meetings, on task forces, and at conferences involving other medical professionals, federal agencies, academic institutions, professional and trade associations, labor organizations, industry groups, and public interest groups to promote understanding of the application of occupational medicine principles to claims. You will assist with training and public outreach initiatives, as required.

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association ; Association of American Medical Colleges ; Liaison Committee on Medical Education ; Commission on Osteopathic College Accreditation of the American Osteopathic Association , or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.


Licensure: All applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.


Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
  • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) .
  • A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association , (AMA) or Accreditation Council for Graduate Medical Education (ACGME) .
  • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.

Additional Requirements for Grade GS-15 - 5 years of graduate training in the specialty of the position (Occupational Medicine) to be filled or equivalent experience and training.


In addition to meeting the Individual Occupational Requirement (IOR), Applicants must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level demonstrating a mastery knowledge of and skill in applying concepts, principles, and methodologies of Occupational Medicine and other related health sciences (e.g. pharmacology, epidemiology, biostatics, etc.) to plan, develop, advise on and implement medical programs and services essential to the mission of an agency. Examples of specialized experience include:
  • Developing medical policy for a large scale public or private health care system;
  • Developing clear, concise written medical opinions for non-medical leaders after reviewing and evaluating complex medical records;
  • Delivering well-organized, informative oral presentations to non-medical audiences, including organization leaders, employees, and the public;
  • Determining which medical procedures and drugs are appropriate for any given medical diagnosis.

  • Education

    This position requires a doctoral degree in Medicine, Osteopathic Medicine, or equivalent that is recognized by an accrediting body recognized by the U.S. Department of Education at the time the degree was granted. This degree must have been accredited by the Liaison Committee on Medical Education (LCME); Association of American Medical Colleges; the Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was granted.
