Summary

ARC seeks a collaborative facilitator to manage Federal grants, provide technical assistance to communities on developing strategic investments, and implement initiatives in the Region. This position will have a focus on substance use disorder (SUD) and behavioral health. The portfolio of the role will be investments generally related to health, workforce, education, business, and community capacity building. This position reports to the Division Director.

Responsibilities

This position provides staff support in one of the ARC designated principle issue/goal areas by establishing expertise in a subject matter area, coordinating development activity for that area within the region, and encouraging project activity to promote growth and development. The incumbent performs a broad range of tasks to facilitate local communities' development through strategic implementation of projects through grants and special initiatives. This is done through issue area planning and coordination, program development, grant application review, and grants management. The incumbent is conversant in assigned subject matter/issue area practices and related regulations and interprets and applies Commission policies and procedures related to management of ARC grants implemented under the Appalachian Regional Development Act (ARDA). Assignments include work associated with activities initiated by the thirteen states that comprise the Appalachian region and involves coordinating with federal administering agencies, state agencies, Local Development Districts (LDDs), grantees, local agencies, and throughout ARC.

Qualifications

Experience with federal grants management processes and techniques consistent with sound business and industry practices including the ability to monitor, evaluate and administer assigned grants and develop specialized agreements for grants.

Experience in economic development, with an emphasis on substance use disorder (SUD), behavioral health, and workforce development, as well as an appreciation for barriers in rural areas and an ability to creatively pursue feasible solutions.

Ability to plan, facilitate, and engage diverse groups and individuals, including federal, state, and local partners, resulting in the ability to create and expand linkages between stakeholders, including organizations who provide post-SUD treatment wraparound services, to assist people in recovery with maintaining their recovery as they enter or reenter the workforce.

Excellent business writing skills, including reports, memos, and presentations.

Core competencies: accountability, adaptability, collaboration, communication, and critical analysis.

Ability to thrive in a collaborative environment and bring an energetic and innovative approach to his or her work.

Successful completion (prior to hire) and maintenance of background security review.

Ability to travel (up to 25%) as conditions are determined given COVID-19.

Education

A Bachelor's degree or higher degree in a related field, preferred.
