  • Major Duties

    Reporting directly to the NEXCOM Chief Executive Officer (CEO) responsible for Information Technology division oversight including but not limited to:

    Serves as a member of the NEXCOM Executive Steering Committee which establishes changes to existing policies and programs, and the establishment of strategic goals and objectives for the effective implementation of NEXCOM's mission.
    • Work is guided by NEXCOM's strategic business plan and corporate priorities. Tactics used to achieve strategic objectives are within the purview of the incumbent. Work is reviewed for effectiveness in developing and implementing, efficient, responsive, and cost effective IS programs.
    • Utilizes adaptive strategic and business leadership skills to build collaborative partnerships in the development and execution of Information Technology strategic and tactical plans, ensuring alignment with NEXCOM's short and long term business priorities and objectives.
    • Develops, implement and monitor a strategic, comprehensive enterprise information security, IT Risk Management and IT Continuity/Disaster Recovery programs to ensure the integrity, confidentiality and availability of information owned, controlled and processed by the organization.
    • Develops transformational plans to introduce new technologies, processes, and techniques into the organization to enter into and support new businesses and capabilities.
    A successful CIO should have in-depth knowledge of the current and up-and-coming trends in the IT field that demonstrates leadership in activities that include technology infrastructure modernization, technology operations management, information security and risk management (IS and RM), and technology innovation.

    Basic requirements for entry into this NF-06 (non-appropriated fund) position (SES equivalent) include the following: Applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the NF-05 level, GS-15 grade level in the civil service, or equivalent Senior Executive positions with state or local government, the private sector, or nongovernmental organizations.

    A four-year bachelors' degree in a relevant field or a combination of college education and experience will be used in determining basic qualification requirements. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

    Demonstrated in-depth knowledge of, and significant leadership experience in, information technology. At a minimum, successful candidates will have a comprehensive background and knowledge in a majority of the following areas to include IT infrastructure management and consolidation, enterprise applications, IT governance, enterprise architecture, integrated IT service delivery, IT security, and IT portfolio management.

    Demonstrated progress of leadership skill and experience in IT strategic planning and management of programs for large and complex organizations that reflects processes and work methods to improve current and future technologies across the enterprise. Ideally, candidates should have retail, hospitality, and/or services industry and government experience.

    Demonstrated ability to lead teams in provision of continuous IT services to system users, both on-site and through remote access with enhanced access to government information and services in a manner that is consistent with laws regarding protection of personal privacy, national security records retention, access for person with disabilities, E-Government Act, and other relevant laws. Includes the development agency corporate web-sties and/or modification of IT systems during periods of building and modernization.

    Demonstrated ability to lead teams in developing and implementing departmental strategic plans in conformance with the organization's business strategic plan and constructing performance objectives to support application development, including large-scale database systems, data warehouse systems employing data mining and related technologies, configuration management, and customer support.

  • Experience providing executive level leadership and management of enterprise- wide information technology resources, for a large, complex, geographically dispersed organization, to include IT infrastructure management and consolidation, enterprise applications, IT governance, enterprise architecture, integrated IT service delivery, IT security, and IT portfolio management.
  • Knowledge and skill in the development and execution of enterprise IT investment and governance strategies within sound financial management practices.
  • Knowledge of risk management and information security practices.
  • Knowledge and ability in technology acquisition, professional services acquisition and engagement and contract management.
  • Must be a U.S. citizen able to obtain a top secret clearance.

    The incumbent of this position is required to annually file a Standard Form 278 - Executive Branch Personnel Public Financial Disclosure Report.

    Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the employing activity/command.
