About the Position: Serves as a Management Analyst for the U.S. Army Evaluation Center (AEC) with comprehensive responsibility for all aspects of resource management analysis for AEC, an organization consisting of more than 360 civilian employees, 115 military Commissioned and Non-Commissioned Officers, and 120 service support contractors.

Responsibilities

  • Serves as a Management Analyst for the U.S. Army Evaluation Center with responsibility for all aspects of resource management analysis.
  • Provides technical and administrative direction regarding financial policy, budgeting, resource management, contracting, travel, and timekeeping.
  • Provides financial guidance and advice on resource related programs and policies that includes budget, travel, and trend analysis.
  • Analyzes and interprets resource, workload, and budget data along with other highly complex financial reports and information.
  • Responsible for developing and recommending approval and submission of the annual financial requirements for the Program Objective Memorandum (POM).
  • Leads budgeting activities and oversees the planning, programming, and execution of the AEC operating budget which includes Operations and Maintenance Army (OMA), and Research, Development, Test and Evaluation (RDTE) appropriations.
  • Analyzes time and attendance report to ensure workforce compliance with ATEC timekeeping and program reporting policies.
  • Ensure project codes are established in the timekeeping system for programs.
  • Conduct quantitative and qualitative analysis of complex resource management processes and trends for making recommendations for improved operational effectiveness and efficiency.
  • Analyzes and interprets ATEC policies, regulations, and guidelines to develop and direct AEC policies and procedures.
  • Conducts technical evaluations of contract proposals and reviews contract vouchers to insure contract charges are appropriate for the work conducted.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) Providing financial guidance and advice on resource related programs and policies to include budget, travel, and timekeeping; 2) Understanding budget activities and overseeing the planning, programming, and execution of an operating budget for multiple types of appropriations; 3) Conducting quantitative and qualitative analysis of complex resource management processes and trends for making recommendations for improved operational effectiveness and efficiency; 4) Analyzing and interpreting policies, regulations, and guidelines for the development of organizational policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
