Responsibilities

You will:

- Train, coach, and mentor regulatory team members on pesticide and regulatory decision-making practices and problem solving, including interpretation of risk assessments;

- Oversee the registration, registration review, experimental use permits, and petitions for tolerance for pesticides;

- Serve as an expert in explaining, interpreting, and applying the requirements of laws, rules, executive directives, guidelines, policies, and procedures related to pesticides;

- Serve as representative on Agency, inter-agency, and other policy/technical/scientific committees of national and/or international importance.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

The current duty station for this position is Arlington, VA. There are plans for this position to permanently move to a new duty station, Washington, DC. Anyone selected for this position will be expected to start work or move to the Washington, DC office location when requested.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as advising management on regulation and/or policy issues related to pesticides; and leading a multidisciplinary scientific team.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of laws, regulations, and reporting requirements related to pesticide registration; 2) Ability to train, mentor, and motivate staff; 3) Ability to provide recommendations supporting regulatory decisions; 4) Ability to manage multiple projects; 5) Skill in written communication to prepare technical, legal, and policy related briefings; 6) Skill in oral communication sufficient to communicate policies and scientific developments; 7) Ability to develop partnerships with professionals inside/outside of your organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

Biologist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed.

Entomologist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in entomology; or a related discipline of the biological or physical sciences that included at least 16 semester hours in entomology; OR a combination of education and experience with courses equivalent to a major, as listed.

Chemist: You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in one of the following: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; OR a combination of education and experience with education equivalent to one of the majors listed that included the described coursework.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
