The incumbent serves as Principal Deputy Director, Human Resource Services (AHF), reporting to the Executive Director, Human Resource Services.

Duties include:
  • Supporting the Executive Director for AHF by sharing responsibility for leading the overall planning and direction of HR programs.
  • Working with the Executive Director in establishing goals and objectives for the organization, planning for and managing resources, and coordinating significant issues with customers and stakeholders.
  • Serving as a senior-level advisor to the Executive Director, providing direction, supervision, and managerial oversight for the delivery of HR services, implementation of corporate HR policies and procedures, and implementation of FAA's Personnel Management System.
  • Providing consultative/advisory support on HR matters to senior-level FAA officials on HR programs, initiatives, and business processes.
  • Leading delivery of high-quality, contemporary, and customer-focused HR services that add value and support FAA's business goals.
  • Developing HR short and long-range strategic and tactical plans, goals, and objectives; and monitoring and evaluating HR programs to ensure compliance with Federal rules and merit system principles.
  • Directing strategic planning and management, defining major projects, setting priorities, developing standards and procedures, and managing budget and staff necessary to implement HR programs.
  • Developing and presenting briefings on HR programs/operations to varied audiences, including HR executives and leaders, and key leaders in FAA Lines of Business (LOB) and Staff Offices.
  • Representing FAA on HR matters and issues to the Office of the Secretary of Transportation, Office of Personnel Management (OPM), third parties, other Federal and state agencies and non-government agencies.
  • Managing budget, travel, equipment, files, space, and other resources, and exercising or assisting in exercising internal controls to ensure resources are safeguarded against waste, loss and unauthorized use.
  • Coordinating and communicating with FAA Executives, labor relations and union officials, senior LOB/SO officials, and external audiences such as within the Department of Transportation (DOT), Office of Management and Budget, OPM, the Government Accountability Office, and Members of Congress or Congressional Oversight Committees.

Travel Required

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for this position at the FV- L level:

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV- K or FG/GS-15. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience includes the following:
  • Providing expert advice, guidance and leadership as senior advisor to senior executives and leadership on a broad range of highly complex, controversial and sensitive Federal human resources/human capital issues; and
  • Managing and leading staff responsible for the full range of Federal human resources programs, policies and activities to ensure alignment with the Agency's strategic goals and missions.
