Summary

The purpose of this position is to serve as an Intelligence Research Specialist in the Office of Counterintelligence in the Office of Intelligence and Analysis (OIA). OIA provides intelligence and research support to senior Treasury officials concerning threats to the national security, foreign policy, or economy of the United States that can be impacted by Treasury authorities and actions.

Responsibilities

Pursuant to 50 USC § 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the Intelligence Community within the Department of the Treasury.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Serve as a subject matter expert on intelligence research related to foreign terrorist groups, WMD proliferators, criminal and rogue regime networks, or other entities posing a threat to US national security.
- Serves as a technical expert on writing, editing, and applying best practices in analytic standards, methodologies, and tradecraft to produce in-depth, all-source intelligence reports, papers and assessments.
- Conceives and crafts sophisticated, insightful analysis that identifies subtle or hidden patterns or trends across multiple issues or disciplines and their relevance to national security policy.
- Independently work to initiate projects and plan broad research and analysis programs. Analyze and evaluate data to produce conclusions and recommendations for policy-making officials. These recommendations influence policy decisions on significant intelligence matters, processes and or operations.
- Initiate and advocate intelligence collection priorities across multiple collection disciplines and mentors junior and mid-level analysts on effectively driving the requirements process.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-14: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes ALL of the following:

-Creating written analysis and verbal presentations of all-source intelligence or other analytical assessments on national security threats; AND
-Working with agencies within the Intelligence Community such as participating with cross agency training, co-authoring intelligence reports, and coordinating to produce a finished intelligence products; AND
-Providing quality control on intelligence products such as internal or peer reviews, editing reports, and providing internal training.

Specialized experience for the GS-13: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes ALL of the following:

-Creating finished intelligence or other intelligence-based analytical assessments and delivering briefings on national security threats; AND
-Working with agencies within the intelligence Community such as participating with cross agency training, co-authoring intelligence reports and coordinating to produce a finished intelligence product.

CONDITIONS OF EMPLOYMENT:
- A one year trial period may be required.
- Must have, or be able to obtain and maintain, a Top Secret security clearance based on a Single Scope Background Investigation (SSBI).
- Must be eligible for Sensitive Compartmented Information (SCI) access.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

However, preference-eligibles do not "float" to the top of the list of referred candidates nor have extra points added to any numerical score, and selection of a non-preference-eligible does not require "passover" procedures.
