Duties

Summary

The Office of the Special Inspector General for Pandemic Recovery (SIGPR) was established under the CARES Act which was enacted in response to the COVID-19 national emergency. SIGPR conducts, supervises and coordinates any audits and investigations of loans, loan guarantees and other investments made by the Secretary of the Treasury under any program established and managed under the Act. Through the CARES Act, SIGPR has been funded for 5 years. At which time the agency may be terminated.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Conduct reviews of the implementation of the Audit Division's policies and procedures to provide a reasonable assurance that SIGPR's audit and evaluation work is conducted in compliance with the professional standards and applicable legal and regulatory requirements.
  • Meet with teams to discuss specific results including corrective actions as necessary.
  • Compile requested information for the peer review team, coordinate their site visit, and prepare the response to the peer review report.
  • Conduct independent analyses and research on the updates to GAGAS or CIGIE guidance as it relates to conducting peer reviews and make changes to SIGPR's Audit Policies and Procedures Manual as necessary.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Planning, conducting, and documenting results of audits or projects within a federal agency, or similar auditing experience.

Examples of qualifying experience could include:
* Auditing programs or projects within a federal agency; OR
* Auditing programs or projects involving contractors to a federal agency; OR
* Performance or financial auditing within the private sector for a CPA firm or publicly traded company.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Collecting, analyzing, and summarizing sufficient evidence to identify weaknesses in controls over operations.

Examples of qualifying experience could include:
* Participating in audits; including use of computer software to gather and analyze data, prepare presentations and audit work papers;; OR
* Collecting, analyzing, and summarizing audit data to support conclusions; OR
* Participate during entrance and exit conference briefings to present audit objectives and potential findings; OR
* Experience isolating and identifying conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
  • For the GS-13, you must have been at the GS-12 level for 52 weeks.
  • For the GS-12, you must have been at the GS-11 level for 52 weeks.


Education

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1.A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2.Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
