Specialized Experience: One year of specialized experience which includes: 1) Utilize knowledge of human resources regulations and guidance for developing long-range personnel management policies, goals, and objectives that support HR programs; 2) Conduct personnel management studies that impact multiple human resources areas and disciplines; 3) Utilize knowledge of Civilian and Military Tables of Distribution and Allowances for personnel forecasts and estimates and conformance with guidelines; 4) Prepare various correspondence, reports, and briefings on complex human resources topics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Responsibilities
- Serves as the Army Evaluation Center?s (AEC) principal Human Resources Analyst providing Human Resources policy guidance and assistance.
- Independently plans, organizes, analyzes and monitors HR programs in support of the organization.
- Serves as the liaison on HR issues, guidance, programs, and internal policy.
- Develops internal long-range personnel management policies, goals, and objectives.
- Serves as lead for personnel management initiatives, studies, taskers, and other related special projects, which may be complex in nature and impact multiple HR areas and disciplines.
- Advise senior leaders on workforce diversity statistics in personnel management and policy development.
- Assists in standardizing and simplifying hiring processes, classifying positions, and reducing hiring time.
- Coordinate on the development and management of AEC Civilian and Military Tables of Distribution and Allowances (TDA) to confirm AEC is resources with appropriate skills and academic credentials to meet emerging and future Army technologies.
- Serves as the AEC lead for workforce development and manages the Center?s training plan and budget.
- Skill in written and oral communication to prepare reports, guidance, and/or briefings on controversial or complex topics.
