Summary

The Office of Facilities and Environmental Quality is looking for an energetic and innovative leader who will serve as the alter ego to the Director for Facilities and Environmental Quality regarding all aspects of the Department of Commerce's programs for facilities and administrative services. The leader will enjoy working in a mission driven and dynamic organization as the Deputy Director for Facilities and Environmental Quality.

Responsibilities

The incumbent will be responsible for supporting the OFEQ Director by providing strategic leadership and has decision-making authority overseeing OFEQ program operations and change initiatives. The incumbent has responsibility for the development administration and oversight of policies, procedures and operational responsibilities for all programs within OFEQ and serves as the senior expert to provide advice to Departmental staff and key external and internal stakeholders and manages associated risks using extensive coordination and collaboration techniques with key staff.

Specifically, the incumbent:
  • Provides oversight of real property projects and coordinates Department-wide facilities requirements, manages the Departmental building delegation program, serves as liaison with the General Services Administration on all real property management programs and coordinates approval of prospectus level construction and lease-related acquisitions.
  • Monitors real property assets of the Department so that assets are managed in a manner that is consistent with the goals and objectives set forth in the Department's strategic plan and reflected in the Department's asset management plan.
  • Reviews and interprets proposed and existing energy, environmental, and sustainability legislation, regulations, directives, and executive orders that relate to operations and recommends and/or communicates the Department's position and actions to be taken.
  • Incorporates planning and managerial requirements for environmental management; develops and implements broad policies, standards, and procedures for the real property, sustainability, energy conversation, environmental and mail management programs and the Department's Herbert C. Hoover Building renovation project.
  • Oversees all operational and maintenance requirements of the Herbert C. Hoover Building (HCHB) as well as the ongoing renovation and modernization project in partnership with GSA.
  • Provides policy and oversight of all personal property within the Department and coordinates Department-wide requirements and reporting; provides policy and oversight for the Department fleet management program.

Qualifications

The following are the five Executive Core Qualifications and their fundamental competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 - LEADING CHANGE:
This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE:
This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)

ECQ 3 - RESULTS DRIVEN:
This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs)

PTQ 1 - Demonstrated in-depth knowledge of and executive level experience in directing and managing national level real property programs for a multi-location or geographically-dispersed organization, and developing and/or overseeing a planning and budgeting system that supports the organization's strategic plan and accomplishes target goals.

PTQ 2 - Demonstrated executive level skill, in-depth knowledge of and expertise in leading, developing and implementing legally compliant policies that guide the management of facilities and related program services and directing and managing deliverables of various program services and operations within a multi-level organization while managing personnel operations.

PTQ 3 - Demonstrated executive level experience managing and leading a complex, multifaceted organization in most of the following areas: architecture, space management, internal energy conservation, building renovation, environmental laws and regulations, recycling, sustainable practices, leasing, fleet management, personal and excess personal property, and real property and asset management.

Additional information

Background Investigation: This position is designated as critical-sensitive Top Secret and requires that a background investigation be conducted and favorably adjudicated in order to establish eligibility for a Top Secret security clearance.

This is a Testing Designated Position (TDP). As such, the selectee must be able to successfully pass random and periodic drug screenings in accordance with the standards and policies of this agency.

Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.
