Responsibilities

Program Manager for the Information Technology Laboratory (ITL) grants program; responsible for managing all OU grants functions. Lab Office FPO, directing, mentoring and managing Division FPO work and serves as the OU liaison to NIST Grants Office, technical and program areas and external stakeholders (e.g.., Federal agencies, Universities). Administrative and budget program lead for Lab Office research programs that have ITL and NIST-wide involvement (e.g.; AI Program) and backs up ITL Chief of Staff on research needs. Implements and manages internal processes and procedure; reviews for efficiency in responsible program areas (e.g. Payband V and performance planning). ITL Program lead and representative on lab and NIST-wide programs including Safety as SAC rep, IRB and FOIA lead. Applies knowledge to NIST-wide admin improvement efforts. Develops and manages ITL and NIST-wide admin and training/mentoring in response to evolving requirements with ITL and NIST-wide impact for programs under their direction

Qualifications

Applicant must have one year (52 weeks) of the specialized experience at the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience with Federal grants and cooperative agreement rules and regulations; interpreting, recommending, developing and advising management on administrative policies and procedures; analyzing, recommending, executing, leading and evaluating programs, projects and business processes; and experience tracking and coordinating administrative processes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
