Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Clinical Standards and Quality (CCSQ), Division of Institutional Quality Standards (DIQS).

As a Nurse (General), GS-0610-13, you will provide clinical practice advice as part of CMS program policy or support teams responsible for interpreting applicable laws, regulations, and policies regarding highly complex, or sensitive issues in CMS administered programs.

Responsibilities

  • Review Federal laws, regulations, policies and procedural guidelines.
  • Analyze the various implications of enforcing program requirements/policies and utilizes clinical judgment skills to determine the viability and feasibility of large-scale reviews or audits.
  • Provide contract or project management or oversight related to the quality of nursing services and health care delivery.
  • Conduct analytical studies of clinical policy issues and topics.
  • Consult with experts in the delivery of nursing services and health care to obtain information or assistance related to issues of concern.

Qualifications

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing professional nursing consultation/advice to stakeholders; (2) Developing healthcare program policies; AND (3) Researching studies and/or other evidence sources (e.g. statistical analyses, healthcare industry reports) to improve healthcare programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Graduate-level education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled.

License/Registration Requirement: In addition to meeting the qualification requirements, all candidates must possess the following license/registration: License/Registration: Applicants must have active, current license/registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
