Responsibilities

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Renewable Energy Programs (OREP), Engineering and Technical Review Branch (ETRB), located in Sterling, VA. The incumbent provides program analyses specifically focused on offshore development.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Analyzes project development plans from the renewable energy industry to assess risk of collision and allision from proposed activities, assess potential impact on commercial, military, and recreational vessel traffic movement both into and out of coastal ports as well as coastwise, and provide recommendations to OREP management.

2. Coordinates BOEM interaction with Federal agencies such as the U.S. Coast Guard, U.S. Navy, and U.S. Army Corps of Engineers and State agencies regarding issues related to marine navigational hazards and interaction during area identification and plan reviews of Construction and Operation Plans (COP) or General Activities Plans provided by renewable energy developers.

3. Responsible for coordinating with the Bureau of Safety and Environmental Enforcement's monitoring and enforcement efforts as it relates to the interaction of renewable energy development plans with marine vessel traffic and technical evaluations of any proposed guidelines or regulatory proposals and studies.

4. Meets with industry representatives to keep abreast of the most likely or anticipated design, and installation methods likely to be proposed and used soon.

5. Coordinate BOEM outreach efforts through face to face meetings, workshops or webinars, or interagency meetings with the maritime community.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-11: $72,750 - $94,581 per annum; GS-12: $87,198 - $113,362 per annum; GS-13: $103,690 - $134,798 per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the Education or Specialized Experience for the grade to which you are applying.

Specialized Experience
GS-11
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) utilizing Geographic Information Systems (GIS) tools and/or Automatic Identification System (AIS) vessel data and its use related to vessel traffic movement and interaction; 2) applying safety and environmental principles and practices to evaluate proposed installations, modifications, repairs, assessments and/or mitigation actions for offshore vessels and facilities. If qualifying on specialized experience, applicants must meet ALL tasks listed.

Degree: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Combination of Experience and Education: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).

Specialized experience is defined as demonstrated experience: 1) utilizing Geographic Information Systems (GIS) tools and/or Automatic Identification System (AIS) vessel data and its use related to vessel traffic movement and interaction; 2) applying safety and environmental principles and practices to evaluate proposed installations, modifications, repairs, assessments and/or mitigation actions for offshore vessels and facilities; 3) applying Federal laws and vessel traffic regulations, guidelines and codes to provide impact analyses and assess risks to marine vessel traffic based on the installation of offshore facilities; and 4) providing recommendations on the topic of maritime navigation into the decision making process and producing outreach materials/activities that impact other organizations.
