Responsibilities

As a Program Support Specialist, you will:

1. Serve as the primary OIT Bank Card Holder (Purchase all software, hardware, and IT micro purchases) and is responsible for safeguarding the purchase card and account number and assuring that the card is properly secured. Comply with ethical and regulatory program requirements applicable to cardholders making purchase card purchases.

2. Serve as the Contracting Officer's Representative (COR) (Verizon Mobile Device contract) and other IT vendor contracts. Ensure contractors meet the commitment of contracts and facilitates proper development of requirements in assisting Contracting Officers with developing and managing contractual obligations.

3. Work with the Office Finance and Administration in completing requisitions on behalf of the Office of Information Technology.

4. Provide executive support to OIT leadership team, including managing calendars, scheduling meetings, recording and distributing minutes of confidential or sensitive meetings and generating and routing documents for approval. Work with OIT management team and other technical experts to develop agenda and presentation for all-employee meetings and disseminate OIT-wide communications and information.

5. Support OIT staff, provide assistance in a variety of technical and administrative areas. Coordinate routine technical support to system users in PSA, answering questions or referring problems to the appropriate staff member. Research and gather information in support of drafted internal policies and procedures.

6. Prepare documentation and correspondence for purchase orders and other contract actions. Provide assistance in defining and documenting needs for purchase order requests. Review invoice and perform other assignments in contract monitoring such as tracking control of contract funds, tracking requested deliverables and other requirements for approval by the Deputy Assistant Director, OIT.

7. Perform special projects for the staff, such as assistance with reports or development of budget or contract data. Research information such as but not limited to availability and pricing of information technology products for PSA usage.

8. Verify and analyze information and develop briefing materials including charts, graphs, and narrative texts.

9. Identify, analyze, and recommend solutions to problems in internal work procedures to ensure that work progresses towards achieving goals and objectives.

10. Work with records management officials to ensure essential records are created, eliminated and/or preserved. Promptly dispose of records in accordance with record keeping regulations.

Qualifications

To qualify at the GS-7 level: You must have one year of specialized experience equivalent to at least the GS-5 grade level that equipped you with the skills needed to perform the job duties. Specialized experience is defined as experience in assisting with the execution of assigned equipment, purchasing, property, or other administrative and management programs. Specialized experience also includes assisting with reviewing policies and regulations for implementation within the organization; OR

Substitution of Education for Experience: One (1) full year of graduate level education, master's or equivalent graduate degree OR Superior Academic Achievement.

To qualify at the GS-9 level: You must have one year of specialized experience equivalent to at least the GS-7 grade level that equipped you with the skills needed to perform the job duties. Specialized experience is defined as experience in assisting with assigned special projects. Specialized experience also includes planning, organizing, implementing, maintaining and/or improving programs; OR

Substitution of Education for Experience: Two (2) full year of graduate level education, master's or equivalent graduate degree OR LL.B or J.D, if related.

Education

There is education substitution at the GS-7 and 9 grade levels.
