This position is located in the NSF Convergence Accelerator Office within the Office of Integrative Activities (OIA) under the Office of the Director, NSF. OIA works across disciplinary boundaries to lead and coordinate strategic programs and opportunities that: advance research excellence and innovation; develop human and infrastructure capacity critical to the U.S. science and engineering enterprise; and promote engagement of scientists and engineers at all career stages.

Responsibilities

The Convergence Accelerator Office (CAO), a new capability within NSF, is designed to accelerate use-inspired convergence research in areas of national importance through partnerships between a variety of stakeholders-academia, industry, non-profits, government, and other sectors. Using a convergence approach, the CAO integrates multidisciplinary research and innovation processes to speed basic research toward impactful solutions

The incumbent of this position applies analytical techniques and information management skills to capture, assemble and disseminate data for assigned projects. Conducts analyses, prepares evaluations, coordinates activities, and provides advice to management.

Duties include:
  • Responding to inquiries regarding access to critical program data and analytical information.
  • Reviewing, evaluating and analyzing obligations and expenditures.
  • Providing recommendations on proper management of program funds, developing annual program budgets, and preparing spreadsheets.
  • Working with the management team to collect and maintain various historical data used to initiate planning and execution of current and future operational and programmatic activities.
  • Overseeing and developing strategic planning for the execution and resolution of data and technical information technology problems to include enhancement of data collection methods and processes and improvement to information sharing/exchange capabilities.
  • Monitoring, managing and coordinating projects as well as analyzing and evaluating the effectiveness of multiple projects involved in meeting NSF's goals and objectives for implementing and improving information exchange and reporting systems and tools.
  • Performing analytical studies and conducting information management studies, as well as developing and improving business and information technology processes.
  • Working collaboratively with other team members to restructure work processes, standardize procedures, and implement changes for organizations supported.
  • Planning, developing, coordinating, organizing, implementing, communicating, and tracking project plans, guidelines, procedures, and timetables including recommending changes in policy and management activities for these projects.

Qualifications

To qualify at the GS-11 level, you must have one of the following:

1. At least one year of specialized experience equivalent to the GS-9 level in the Federal service. Examples of specialized experience include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify patterns and trends; performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities.
OR
2. A Ph.D. or equivalent doctoral degree.
OR
3. Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR
4. A combination of post high school education and experience that combined meet the qualification requirements for this position.

To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of experience include: using quantitative/qualitative analytical techniques to evaluate the effectiveness of administrative procedures & operations; & to recommend changes to meet short/long-term strategic plans; engaging in on-going analysis of financial matters to determine resources required & ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify and report on patterns/trends; & performing management studies to evaluate & analyze projects, programs, & activities & to recommend solutions to increase efficiency/effectiveness.

CANDIDATES WHO DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OR WHO DO NOT SCORE IN THE BEST QUALIFIED GROUP, MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION.

Education

Education may be substituted for experience as described in "Qualifications" at the GS-11 level.

While education may enhance skills required for this position, there is no substitution of education for specialized experience at the GS-12 level.

* This detail/temporary promotion is for a period of 120 day and may be extended up to one year.
