Summary

The Department of Homeland Security has a great opportunity for a data enthusiast with a discovery mindset. The Strategic Workforce and Planning and Analysis (SWPA) division, in the Office of the Chief Human Capital Officer (OCHCO) is seeking a forward-thinking and endlessly curious data expert to lead our Data Analytics team, to drive our critical mission by evolving and maturing our workforce analysis, visualization and reporting practice.

Responsibilities

The incumbent serves as the Subject Matter Expert on workforce analytics and the Manager of the Human Capital Data Analytics Branch that develops and applies analytic methods to, and coordinates reporting of, human capital data to improve policies and programs across OCHCO organizations and Components, thereby ensuring valid, reliable and usable data while promoting internal and external human capital reporting consistency. The incumbent will help establish and implement the strategic direction for OCHCO's analytics and data initiatives, driven by the needs of DHS Components to answer mission critical questions.
  • Interprets data to unearth trends, relationships, root causes, etc. in the Human Capital domain and uses that information to develop and deliver effective analytical reports that will positively impact human capital processes and practices throughout the Department.
  • Leverage various statistical techniques and advanced business intelligence knowledge to identify patterns within large data sets, interpret and present results from complex workforce analytics models to make predictions and influence key decisions on human capital planning strategies.
  • Oversee and deliver key insights to business partners and DHS senior management on human capital programs utilizing advanced workforce analysis, including the creation of various Human Capital Dashboards.
  • Establish and Chair a Department-wide Data Analytics Council between OCHCO and Components to ensure consistency in external and internal enterprise-wide human capital data reporting, analysis, and business intelligence initiatives.
  • Manage reporting and correspondence on DHS human capital data from internal and external parties, such as the DHS Secretary and other DHS senior leadership, the Government Accountability Office, Congress, the Office of Personnel Management, the Office of Management and Budget, etc.
The incumbent reports to the Executive Director, Strategic Workforce Planning & Analysis and will have a significant public role in sharing OCHCO's analytic products, dashboards, data reports and collaborating with internal and external stakeholders.

Qualifications

Qualifications required:
  • Expert knowledge of advanced analysis and statistical methodologies at a level sufficient to lead others in the development and interpretive evaluation of models and forecasting plans for complex workforce data.
  • Mastery of business intelligence and data visualization applications to develop workforce analytics, interactive data dashboards, and reports suitable for multiple audiences, including Executives and other senior leaders.
  • Advance ability to tell stories with data, to take complex, technical, statistical and analytical problems and explain them simply, in a concise and compelling manner to technical and non-technical audiences, including senior leadership and front-line managers and supervisors. Information may be presented either orally or in written form.
  • Ability to interpret results from predictive models and statistical tools, translate them into common language for communication to internal customers on workforce analytics products, and make strategic recommendations based on analysis results.
  • Strong ability to provide direction, coordinate and oversee the work of others, including planning, assigning tasks, monitoring progress and providing technical guidance and feedback.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
